Overview
M&J Engineering, P.C. is a quality provider of multi-discipline consulting services with over 300 employees. Since its inception in 2004, M&J has grown into diversified provider of engineering, construction management, construction inspection, technology, and environmental services to a broad range of clients, including federal, state and city/local agencies, private owners, architects, engineers and contractors.
M&J Engineering is a leader in construction management and inspection, ITS, mechanical, electrical, wastewater, water supply, tunnel airport, port, marine/coastal, environmental engineering, and design-build services for both new infrastructure projects and renovations.
The Construction Engineer brings your technical expertise to the forefront by reviewing and coordinating infrastructure projects near Metrorail and Metrobus facilities. You'll evaluate plans for safety, compliance, and constructability; manage impacts to WMATA operations; and serve as the key liaison between WMATA and project stakeholders. From cost analysis to field oversight and progress reporting, you'll ensure every project aligns with WMATA standards while keeping transit sy
Responsibilities
  • Provides technical expertise in reviewing project drawings and designs for the purpose of coordinating projects adjacent to Metrorail and Metrobus property, facilities, and operations as assigned by the WMATA Task Manager;
  • Coordinates design reviews for safety, operations, constructability, and compliance with WMATA standards, and supports development of cost estimates and projections;
  • Applies procedures identified in the Adjacent Construction Project Manual to advise WMATA on projects with potential impacts to WMATA operations, infrastructure, or safety;
  • Reviews plans for projects adjacent to, on, over, or under WMATA property, as well as joint development projects, to ensure readiness for subsequent planning, design, and construction phases;
  • Contributes technical expertise in reviewing project drawings and designs involving facilities being built for WMATA to own, operate, and maintain to ensure compliance with WMATA Design Criteria, Administrative and Technical Specifications, Standard Drawings, Design Drawings and the Adjacent Construction Project Manual;
  • Performs cost analysis and impact assessments to support determination of potential impacts to WMATA;
  • Ensures WMATA facilities and operations are not damaged or affected by the proposed project;
  • Ensures WMATA operations are not impacted during and after the proposed project construction;
  • Coordinates and manages projects schedules, as the WMATA Task Manager assigned point of contact;
  • Serves as liaison between WMATA and external contractors, subcontractors, vendors, and suppliers;
  • Oversees field engineering tasks and materials testing to ensure compliance with WMATA requirements;
  • Documents engineering processes and maintains detailed records and construction logs using WMATA's Procore system;
  • Prepares and presents construction progress updates to WMATA stakeholders and senior management;
  • Submits daily logs in a timely manner through WMATA's Procore system; and
  • Performs other project related duties as assigned by WMATA's Task Manager.

Qualifications
  • A minimum of ten (10) years of Construction Engineering work experience in a relevant field of specialization, of which four (4) years shall be in the rail transit industry;
  • Bachelor's degree in civil engineering, civil engineering technology, or similar;
  • Professional Engineer (PE) license for the District of Columbia, Virginia, and/or Maryland;
  • In-depth knowledge of WMATA Design Criteria, Standard Drawings, and Administrative and Technical Specifications;
  • Exceptional leadership, project management, decision-making, and problem-solving skills;
  • Demonstrated experience in the development of contract specific language, development and implementation of contract management policies and procedures, and contract change management;
  • Ability to collaborate with a variety of stakeholders;
  • Ability to obtain OSHA 10-hour Construction certification within six months of award;
  • Successful completion of WMATA's Roadway Worker Protection (RWP) Certification Class within six months of award;
  • Availability to visit the construction site outside of business hours, when required; and
  • Proficiency in Microsoft 365 and Procore.
Preferred Qualifications
  • Traffic engineering design and maintenance experience with transportation systems including roads, highway and public transit to improve traffic flow;
  • Knowledge of and practical experience in federal procurement regulations;
  • Excellent mathematical, organizational, and time-management skills; and
  • Excellent written and verbal communication skills.
