Overview

Leads the Rhode Island Energy's (RIE) electric energy procurement processes to ensure attainment of Company business goals and objectives associated with the procurement of wholesale electric supply and related services, as the Last Resort Service Provider for customers. Further, this role may support the RIE long-term clean energy programs, supporting the attainment of Rhode Island clean energy and climate change initiatives. Functional areas include development of Rhode Island Energy's Last Resort Service Plan, Long-Term Clean Energy Standards (including Renewable Energy Growth Program), and Renewable Energy Standard, including but not limited to any associated market and procurement analysis necessary to develop and execute such plans in accordance with state, federal, and ISO laws, regulations, and standards.
Responsibilities
Essential Functions:
- Leads energy plans development and execution for RIE’s generation service supply, including conducting wholesale energy and renewable energy credit (REC) auctions, RFP development and implementation, supplier management and communications, offering expert testimony through legal proceedings, and managing.
- Support energy market analysis, focusing on the impact and opportunities surrounding various procurement strategies, forecasting the state of wholesale market prices, and forecasting and completing sensitivities of prospective energy auction results. This includes providing guidance and recommendations to leadership and communicating direction upward and downward within the organization as well as to external stakeholders.
- Develop, implement, and administer wholesale programs, REC programs, and clean energy procurement programs as defined in each jurisdiction.
- Manage energy-procurement related products and services, including consultant management and direction, establishing and tracking PJM and ISO-NE billing line items and contract IDs, and bidding wholesale power into the day-ahead market.
- Supervise supplier communications and contract processes, including supplier negotiations, contract set-up, interpretation and application of established contractual agreements, supplier credit rating monitoring, daily mark-to-mark calculations in accordance with individual contracts, collateral management, and supplier banking.
- Ensure compliance with state regulations established by the Rhode Island Division of Public Utilities and Carriers, including state transfer of RECs, compliance with various state reporting requirements, and other Company, state, ISO/RTO, and FERC reporting and governance obligations as required.
- Act as an expert witness and support other expert witnesses in support of regulatory filings, including providing written and/or oral testimony and preparing responses to discovery
- Ensure a controlled process around the calculation, communication, and posting of price updates, working collaboratively with the jurisdictional rates teams.
- Ensure processes and activities are appropriately documented, including management of external reporting (Dodd Frank, SOX, FERC, NERC, and RI PUC and others as applicable).
- Communicate with regulatory authorities, PJM ISO, ISO-NE, energy suppliers, advocacy groups, and other stakeholders.
- Guide the development of the energy procurement team, ensuring requisite skills are maintained and enhanced.
- Maintain metrics and key performance indicators to support achievement of departmental goals, reviewing accuracy of data and information, and support company data integrity initiatives.
- Physical presence in the office/on-site required at times to engage in face-to-face interaction and coordination of work among direct reports and co-workers. In-person required to support regulatory proceedings before the RI PUC and other agencies as required. (Hybrid work model)
- May be assigned an emergency storm role in support of Rhode Island Energy. This is a special assignment required during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.

Qualifications
Required Education:
- Bachelor's Degree in mathematics, economics, engineering, finance, procurement, or related discipline, or an equivalent combination of education and experience on a year-for-year basis is required.

- Experience with contract management, financial analysis, and forecasting of contract costs and supply obligation – this includes energy analysis and/or financial cost/benefit analysis.
- Proven leadership skills, including leading diverse and cross-functional teams.
- Proven time-management skills, including prioritization of work and multi-tasking of concurrent high-priority issues.
Preferred Qualifications:
- Master’s degree in business, mathematics, economics, accounting, finance, environmental or technical discipline preferred.
- Working knowledge of the PJM ISO, ISO-NE or similar ISO market experience.
- Knowledge of Rhode Island electricity markets and/or renewable energy credit markets.
- Demonstrated experience working in a regulated energy business.

- Proven experience managing and maintaining supplier relationships.
