Job description

Job Title: Project Manager / Scrum Master - Risk & Compliance (Contract to Hire)

Location: Columbus, OH or Merrillville, IN (Hybrid - Tue-Thu onsite, Mon & Fri remote)
Rate: $50 - $55/hr W-2 only (Target conversion salary: $110K-$120K)
Duration: 4-5 Month Contract to Hire
Work Authorization: Must be authorized to work in the U.S. (No C2C, no sponsorship, no F1/OPT)


Position Overview

We are seeking a junior-to-intermediate Project Manager / Scrum Master with 5-7 years of experience to lead delivery within a regulated Risk & Compliance (GRC) environment. This role will manage a single Scrum team focused on governance, risk, compliance, and related integrations, while also owning financial oversight of the program.

This is a hands-on delivery role requiring someone who can drive execution daily, manage stakeholders across internal and vendor teams, and confidently operate in a highly regulated environment. The ideal candidate is proactive, relationship-oriented, financially savvy, and comfortable running both Scrum ceremonies and traditional project management functions.

This role requires someone who is assertive, engaged, and not afraid to ask questions, challenge assumptions, and keep work moving forward.


Key Responsibilities

Project & Scrum Leadership

  • Lead a single Scrum team supporting GRC initiatives (Archer product environment).
  • Facilitate Scrum ceremonies and ensure daily execution alignment.
  • Balance Agile and Waterfall methodologies as needed.
  • Provide daily direction to the team, ensuring accountability and forward progress.
  • Manage integrations across HR, Risk & Compliance, and third-party systems.
  • Partner closely with Product Owners and vendors to ensure clarity and execution discipline.
  • Drive issue resolution and remove roadblocks proactively.


Financial & Budget Management

  • Manage a project budget of approximately $4M.
  • Own financial tracking and forecasting, with primary focus on labor management (approximately $2M).
  • Forecast monthly labor allocations and adjust staffing budgets accordingly.
  • Track labor vs. material spend using ServiceNow financial tools.
  • Provide accurate financial reporting and projections to leadership.


Governance, Risk & Compliance

  • Support initiatives within a regulated GRC environment.
  • Ensure alignment with governance standards and compliance requirements.
  • Partner with risk and compliance stakeholders to manage controls and dependencies.


Stakeholder & Relationship Management

  • Build strong working relationships across internal teams and external vendors.
  • Navigate multiple personalities and evolving product ownership structures.
  • Provide clear communication and status updates to leadership.
  • Serve as a driver of accountability across the team.


Required Qualifications

  • 5-7 years of experience in project management within IT or risk/compliance environments.
  • Experience managing both Agile and Waterfall initiatives.
  • Experience running Scrum ceremonies and managing execution for a single team.
  • Strong financial management experience including labor forecasting and budget tracking.
  • Experience managing projects in regulated or compliance-heavy environments.
  • Proven ability to drive execution and hold stakeholders accountable.
  • Strong relationship-building and communication skills.
  • Bachelor's Degree or equivalent work experience.


Preferred Qualifications

  • Experience with Archer GRC platform.
  • Scrum certification (CSM, PSM) preferred but not required.
  • Experience using ServiceNow for financial tracking.
  • Familiarity with JIRA and/or Power BI.
  • Experience in energy or utilities industry is a plus.
  • PMP certification a plus.
