Duties
Help
Oversees and directs the operations of a business or production activity, commonly referred to as a factory, for Federal Prison Industries (trade name UNICOR), at a Federal Bureau of Prisons correctional facility.
Responsible for the direct supervision of civilian staff members and indirect supervision of the inmate workers in the factory.
Responsible for receipt, technical review and acceptance of assigned contracts and for their integration into existing production schedules, training programs, facility usage and for proper manpower utilization.
Maintains close liaison with the UNICOR management staff at the facility and program management staff at the UNICOR corporate office to ensure a smooth and efficient factory operation.
Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff's correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Qualifications
To be considered for the position, you must meet the following qualification requirements:
Education:
GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
GS-12: There is no substitution of education for specialized experience for this position.
OR
Experience:
GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
Some examples of this qualifying experience are:
GS-11:
  • Experience with assisting in planning or supervising areas of production and coordinating effort with other areas to attain factory objectives.
  • Experience making or developing production methods.
  • Experience in interpreting and processing contracts and specifications.

GS-12:
  • Experience in preparing, supervising, and monitoring the preparation of reports covering production, cost inventory, administration and other required technical records including financial, sales, earnings, and inventory reports needed to maintain production efficiency.
  • Experience in analyzing monthly financial reports, assessing factory productivity and developing plans of action to improve efficiency where needed.
  • Conduct research, market analysis, cross referencing and testing to make independent judgment in applying various guidelines for the factory operation.
  • Experience in the efficiency, productivity and capacity utilization of the plant, which contributes directly to the operations overall profitability.

Combination of Education and Experience:
GS-11 Only: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above.

In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for original appointment to a position in a Bureau of Prisons institution.
The representative rate for this position is $102,850 per annum ($49.28 per hour).
Special Conditions of Employment Section:
Initial appointment to a supervisory/managerial position requires a one-year probationary period.
The incumbent is subject to geographic relocation to meet the needs of the agency.
Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.
Successful completion of the "Introduction to Correctional Techniques," three-week training course at Glynco, Georgia is required.
