The Tribal Enrollment Manager is the custodian for tribal records related to membership. The administration, security, and accuracy of tribal membership records, ensuring compliance with tribal ordinances, applicable federal regulations and approved tribal policies. Responsibilities includes; accepting and processing applications for the review by Membership Committee and decisions by the Tribal Council, maintaining enrollment records including a database, providing enrollment verifications, supervising staff, and developing policy and procedures, and preparing annual budget.
STANDARD QUALIFICATIONS:
All employees of Stockbridge Munsee Community must meet the following qualification:
1. Must submit to and pass a pre-employment drug and health screening.
2. Must be at least 18 years of age, unless otherwise stated on job description
3. Must maintain an acceptable departmental attendance record
4. Must be able to work weekends, nights and holidays.
DUTIES:
1. Maintains and secures, and confidential tribal membership records, including updates with births, deaths, and relinquishments documents.
2. Reviews and verifies enrollment applications for completeness and calculates degree of Stockbridge-Munsee Indian blood based on application and tribal enrollment records.
3. Verifies submitted documentation such as birth certificates, and ancestry charts.
4. Notify applicants when applications are incomplete and what is required to ensure applications and supporting documents are complete under approved policy.
5. Issues enrollment cards, official letters of descendancy, and provides letters of verification of enrollment status
6. Act consistently with Tribal Constitution, ordinances, approved policies and procedures and relevant federal regulations.
7. Ensures that all enrollment processes and enrollment staff comply with approved Tribal and Enrollment policies, completing timely reviews on an on-going basis and updates Standard Operations Procedures Manuals as need to stay in compliance.
8. Directly supervises all enrollment staff.
9. Draft new or revise current approved Enrollment Policies Manual to ensure compliance with Tribal Constitution, Tribal Ordinances, Tribal Council directives and all applicable regulations. Must garner input and recommendations from the Membership Committee and Legal Office. Must submit all policy drafts to Tribal Council to obtain final approval.
10. Provide applications files and necessary information to Membership Committee for their recommendations to Tribal Council and to the Tribal Council for their enrollment decision.
11. Prepare annual office budget and monitor all office expenses.
12. Provide professional delivery of services, ensuring a respectful interaction with public.
13. Provide the Tribal Membership Committee policy drafts, to garner input.
14. Prepare and submit variety of reports for the Membership Committee, Tribal Council and supervisor to report concerns, enrollment trends, and enrollment population status.
15. Must research and apply for external funding sources.
16. Must stay current with applicable best practices, software, and technical equipment to ensure enrollment activities are completed in an efficient and safe manner.
17. Must stay current with all software licensing and maintenance renewals to ensure access to database.
18. Required to attend job related, in-service, meetings, and training to maintain professional and technical knowledge.

QUALIFICATIONS:
1. Must be an enrolled member of the Stockbridge-Munsee Tribe.
2. Applicants may qualify with:
A) Bachelor's degree in Business Administration, Indian Studies, Tribal Administration, or related field.
B) An associate degree in Business Administration, Tribal Administration, Indian Studies, and three years' work experience at a management level position, that include work experience in the following areas: Policy and procedure development that comply with regulatory standards, Budget development and oversight and Supervisory management.
Applicants will be asked to demonstrate their work experience in policy, procedure and budget development by submitting an example of a policy and procedure they developed and a budget they directly monitored.
3. Must have a strong understanding of tribal laws, customs, policies and procedures relating to enrollment.
4. Must have exceptional ability to handle sensitive personal, proprietary and confidential information, adhering to strict privacy standards.
5. Must be willing to sign a confidentiality agreement.
6. Must be policy and procedure compliance driven and demonstrate to staff and lead staff to comply with all approved policies, procedures and other regulatory guidelines.
7. Must have the ability to calculate blood degree required.
8. Must have strong interpersonal and written communication skills to interact with applicants and leadership. the ability to communicate well with public and handle stressful situations with tact.
9. Must be proficient in database management systems. Previous work experience with the Progeny database considered a plus.
10. Must be proficient in Microsoft application, such as word and excel.
11. Must adhere to the Tribe's Drug and Alcohol-Free Workplace Policy during the course of employment.
12. Must be eligible for coverage under the employer's liability insurance.
13. Must have demonstrated ability to maintain satisfactory working record in any prior or current employment.
14. Must be able to meet physical requirements of position.
15. Must abide by departmental and organizational safety, testing, and uniform guidelines.
16. Must successfully complete software training within 120 days of hire.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT
1. This position requires a lot of sitting with occasionally stoop, kneel, crouch, and lift and/or move up to twenty-five (25) pounds.
2. Evening and/or weekend is required. Extended hours and irregular shifts may be required.
3. Work environment requires excellent personal hygiene due to working in close proximity to others and in an enclosed area.
4. A Tuberculosis (TB) Screening and/or TB Skin Test may be required.
