Job description

Job Summary:
The Illinois Department of Innovation & Technology (DoIT) is seeking a Senior Enterprise Email Administrator to lead the engineering, design, implementation, management, and operations of statewide email applications with a focus on mobile messaging. The role involves solving complex problems and providing leadership on large-scale project planning within a dynamic IT environment.
Responsibilities:
• Under administrative direction, serves as a Senior Enterprise Email Administrator for the Department of Innovation & Technology (DoIT) performing complex professional and advisory functions in System Services, including providing technical and project leadership in the implementation and management of e-mail, mobile messaging, spam and anti-virus hardware software solutions with emphasis on mobile messaging.
• Provides in-depth assessment and analysis of complex networked application needs, including developing enterprise-level network reports and developing and implementing major systems design changes.
• Maintains the Enterprise Personal Information multi-protocol network that includes various consolidated components and application processes, including developing complex test plans to be used to validate application performance before and after application updates.
• Serves as a project leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
• Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Qualifications:
Required:
• Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in computer science or directly related fields.
• Requires three (3) years of professional experience in System Services or a related Information Technology field.
• Requires three (3) years of professional experience in enterprise Microsoft Exchange administration, including administering Microsoft Exchange Server (on-premise) and Exchange Online within Microsoft 365 environments, supporting enterprise-level e-mail, mobile messaging, and integrated security services, including email security technologies such as Cisco Email Security (ESA), DomainKeys Identified Mail (DKIM), Domain-based Message Authentication, Reporting, and Conformance (DMARC), and Sender Policy Framework (SPF).
• Requires three (3) years of professional experience in Microsoft Purview administration, including managing compliance, retention, data governance, and oversight functions within the Microsoft Purview Compliance Center to support statewide enterprise e-mail and messaging environments.
• Requires three (3) years of professional experience in Microsoft Active Directory (AD)/Azure Active Directory (AD) administration, including identify, access, and directory service management within hybrid environments utilizing Microsoft Entra ID.
• Requires three (3) years of professional experience with enterprise e-mail archiving and backup systems, including administration of large-scale archiving solutions (e.g., Veritas Enterprise Vault) and supporting other backup systems integrated with Microsoft 365.
• Requires the ability to verify identity.
• Requires employment authorization to accept permanent full-time position with the State of Illinois.
• Requires the ability to pass a position specific, agency required background check and requires self-disclosure of criminal history.
• Requires the ability to travel in the performance of duties.
• Requires the ability to work outside of normal hours to meet deadlines.
• Requires the ability to use agency supplied equipment such as laptop, personal computer, work cell phone, etc.
• Requires the ability to work overtime including scheduled, unscheduled, short notice, evening, weekends, and holidays.
• Requires the ability to attend seminars, conferences, and training to remain current on methods, tools, ideologies, or other industry related topics relevant to job duties.
• Requires the ability to lift and carry objects or equipment weighing up to 10 pounds.
Preferred:
• Three (3) years of professional experience serving in a lead role on highly complex information technology projects, including planning, developing, implementing, and overseeing project components while providing technical guidance, applying quality assurance and control measures, and coordinating activities across enterprise environments, including contributing to or establishing enterprise or IT policies and standards.
• Three (3) years of professional experience performing advanced diagnostics and troubleshooting of multi-protocol network connectivity and application issues, including utilizing isolation techniques and enterprise-level diagnostic tools to identify, evaluate, and resolve complex networked application problems, and developing enterprise-level reports based on system and network analysis.
• Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
• Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
• Developed verbal and written communication skills to present technical information clearly and precisely to diverse audiences, including business users, development teams, agency executives, and others.
