Job description

Are you a senior data strategist who excels at transforming complex enterprise data into high-impact insights? We are seeking a Senior Business Systems Analyst to serve as the critical functional anchor for the Business Intelligence program, supporting the FBI's Finance & Facilities Division This position is on site in Washington, DC and requires an active Top-Secret clearance.

Essential Duties & Responsibilities:

* Requirements Engineering: Lead technical and functional requirements gathering sessions with federal stakeholders, transforming complex business processes into clear, actionable technical specifications, user stories, and data blueprints.
* Data Storytelling & Visualization: Partner with developers to design, test, and deliver high-quality executive dashboards, operational KPIs, and business intelligence reports utilizing the FFDW and enterprise BI tools (e.g., TIBCO WebFOCUS).
* Stakeholder Engagement: Act as the primary interface between technical implementation teams and FBI division leadership, effectively communicating technical capabilities, system limitations, and development timelines.
* Training & Mission Readiness: Develop comprehensive end-user documentation and lead high-visibility training sessions to ensure successful platform adoption and enable self-service BI capabilities across user groups.
* Agile Leadership: Drive business analysis workstreams within an Agile framework, assisting in backlog prioritization, participating in daily standups, and ensuring sprint goals align with overall project milestones.

Required Skills & Experience

* Experience: 8+ years of progressive experience as a Business Analyst, Systems Analyst, or Data Consultant within the federal contracting space.
* Communication: Exceptional verbal and written communication skills, with a proven track record of facilitating client-facing meetings and delivering technical training to non-technical audiences.
* Functional-to-Technical Translation: Capability to act as a "functional translator," converting complex, non-technical federal business processes and pain points into clear, structured technical specifications, data blueprints, and developer-ready Agile user stories with rigorous acceptance criteria.

Desired Skills & Experienceย 

* Federal Financial Domain: Direct experience working with federal financial management systems, procurement business processes, or systems like the Unified Financial Management System (UFMS).
* Certifications: Project Management Professional (PMP), Agile Certified Practitioner (PMI-ACP), Certified Business Analysis Professional (CBAP), or relevant technical BI certifications.
