Overview
Job Title: Project Manager (Civil Engineer)
Location: Las Vegas, Nevada
Rivet Operations Company is looking for a Project Manager (Civil Engineer) to perform construction management and monitoring duties in support of 99th Civil Engineer Squadron. This role monitors and manages projects for new construction, renovations, and improvements to real property facilities and utility systems, applying professional civil engineering knowledge to work that routinely involves utilities, structural analysis, and parking/roadway pavement infrastructure for large industrial buildings, multi-story office buildings, and other facilities of similar size and complexity. Assigned projects also include water and sewer infrastructure and stand-alone requirements for roadway, parking lot, and airfield pavement repair or replacement.
This role performs detailed pre-construction site surveys, reviews as-built drawings at construction completion, and maintains surveillance over construction contractors to ensure compliance with contract specifications and schedules; including participation in and surveillance over Simplified Acquisition Base Engineering Requirements
(SABER) contracted work. This role assists in evaluating construction bids, develops and reviews specifications and schedules, inspects construction for compliance, resolves differences with contractors, and prepares/reviews change orders prior to contract modification.
Key Responsibilities
Coordinates projects with other engineering disciplines and architects to ensure all design considerations are addressed, may engage the Judge Advocate General's office on contractor performance problems and recommend withholding payment when justified, and may serve on construction contract source selection boards.
Keeps abreast of emerging technologies and uses information management, CADD, and project tracking software to solve engineering problems and facilitate work.
On a less frequent basis, prepares/reviews designs, cost estimates, schedules, and A&E statements of work, and performs requirements programming (O&M, MCP, NAF, MFH) including validating requirements, economic analyses, and coordination with the installation facilities board.
Ensures all work complies with federal, state, and local health, safety, and environmental codes and enhances workplace safety.
This position may require access to FOUO information and occasional access to restricted areas and/or material when providing support and will follow/adhere to OPSEC guidelines and pertaining directives.
Requirements
Required Qualifications
Bachelors degree in Civil Engineering or Construction Management from an accredited university or college and 4+ years of related experience.
Professional knowledge of civil engineering, including structural analysis, utilities, water and sewer infrastructure, and parking/roadway/airfield pavement infrastructure.
Experience performing construction management and contract monitoring for new construction, renovations, and improvements to real property facilities and utility systems.
Proficiency with information management, CADD, and project tracking/scheduling software.
Experience coordinating projects across engineering disciplines, architects, using agencies, and construction agents.
Preferred Qualifications
Knowledge of Department of Defense (DoD) or U.S. Air Force environments.
Demonstrated ability to manage schedules, staffing, budgets, and operational priorities in dynamic environments.
Strong leadership, communication, organizational, and problem-solving skills.
Ability to effectively engage with senior military leaders, Government personnel, and contractor teams.
Proficiency with Microsoft Office Suite.
Security: Requires the applicant to possess and maintain an active Secret clearance for the position.

Physical Requirements:
Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.
