WORK LOCATION: 4025 Bald Cypress Way, Tallahassee FL 32399

PURPOSE: This scope of work is for Web Customer Support services to manage website and SharePoint content for the Division of Disease Control and Health Protection in the Bureau of Epidemiology. Contractor will provide these services to the Florida Department of Health (Department).

Service Tasks:

6.1.1. As directed by the Department, review all Department Bureau of Epidemiology subject matter expert (SME)-generated content and ensure the content is formatted correctly and free of errors and publish the content to the public website.

6.1.2. Publish high-priority content (e.g. related to disease outbreaks and other issues of high public health significance) immediately upon receipt during normal business hours (Monday through Friday, from 9:00 a.m. to 5:00 p.m.) and facilitate the approval of urgent workflows by contacting the Web Team and communicating the urgency of the workflow as directed by the Department.

6.1.3. As directed by the Department, review all requests to post to the Web for compliance with the Department’s policies and procedures prior to posting. As directed by the Department, apply Department format and style requirements to all Web posts.

6.1.4. Attend all Web manager-related meetings scheduled by the Department’s Web team and/or Office of Communications. Discuss identified Web issues during the meeting. Document the name of each of Contractor’s staff that attending the meeting and submit the documentation to the Department Contract Manager within seven calendar days of the meeting.

6.1.5. Quarterly, review existing Department Bureau Web pages to identify and troubleshoot functional errors and conduct content audits to eliminate redundant information. As directed by the Department, maintain an inventory of Department Bureau Web pages and document needed changes throughout the term of the purchase order. As needed, meet with the Department’s Bureau of Epidemiology Operations and Training Section Administrator to discuss needed changes as the changes are identified.

6.1.6. Create strategies to improve website user experience and grow Web traffic metrics.

As directed by the Department review and maintain the Department Bureau’s SharePoint site as follows:

6.1.6.1. Design, configure, and maintain SharePoint site collections, libraries, and lists for internal program staff to facilitate collaboration.

6.1.6.2. Identify functional errors and areas for improvement.

6.1.6.3. Manage user access and security groups for SharePoint sites.

6.1.7. Respond to and support Web- and SharePoint-related assignments tasked by the Department’s Office of Information Technology, the Office of Communications, and the Web team on the timelines identified by those offices.

6.1.8. Ensure all digital content, including internal SharePoint files and public Web pages, adheres to ADA/Section 508 accessibility standards.

6.1.9. As directed by the Department, comply with all Department, Division, and Bureau mandatory training requirements throughout the PO term.

6.1.10. DATA SECURITY AND CONFIDENTIALITY TASK:

The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.

PERFORMANCE MEASURES AND FINANCIAL CONSEQUENCES: All deliverables and related tasks must be completed 100% as specified. Failure to satisfactorily complete or submit a deliverable in the time and manner specified will result in a financial consequence as indicated below:

8.1. Failure to complete and submit Deliverable 6.2.1. in the time and manner specified will result in a payment reduction equal to 7 percent of the total monthly invoiced amount.

8.2. Failure to comply with Task 6.1.10, DATA SECURITY AND CONFIDENTIALITY will result in a payment reduction equal to 15 percent of the total monthly invoiced amount for each month the Contractor is not in compliance.

Criminal Background Screening:

The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor’s employee being disqualified from performing services pursuant to this agreement.
