ABOUT THE ROLE This position is responsible for leading the strategy, architecture, modernization, delivery, and continuous evolution of the Region's digital experience ecosystem, including public websites such as york.ca, intranet, and related digital platforms. This is a hands-on technical leadership role for enterprise web technologies and is accountable for digital experience architecture, information architecture, UX/UI strategy, content architecture, platform engineering, accessibility, analytics, search, performance, security, and platform governance

The position establishes the website modernization roadmap and drives the transformation of legacy web platforms into modern, scalable, user-centered digital services. This role applies technical expertise in Drupal architecture and development, content modelling, taxonomy design, responsive and mobile-first design, design systems, user research, usability testing, customer journey mapping, technical SEO, enterprise search, personalization, AI-enabled digital experiences, and web analytics. The position provides technical oversight for platform integrations, API-driven services, cloud-hosted web platforms, DevOps practices, CI/CD automation, release management, Core Web Vitals, website performance optimization, accessibility compliance, and digital experience governance to ensure secure, resilient, and high-performing digital services.

Working closely with Communications, Technology Services, business stakeholders, and vendors, the position establishes standards and best practices for UX, UI, content design, experimentation, A/B testing, analytics, and digital platform delivery, while ensuring measurable improvements in customer experience, employee experience, engagement, discoverability, and conversion of digital services. WHAT YOU'LL BE DOING Analyzes department technology and digital experience needs required for design, development, implementation and modernization of digital services, web, intranet and systems initiatives to provide sound operational cost effective solutions to meet departmental objectives and alignment with integration and design principles within the Corporate requirements. Manages coordination of user requirements, user experience (UX) design, system design, prototypes, digital content requirements and documentation, and the modification and implementation of systems.

Leads the application of user-centred design, service design and user experience (UX) methodologies to improve digital services, accessibility and customer satisfaction. Establishes and maintains digital content governance standards, policies and practices to ensure content quality, consistency, accessibility and regulatory compliance across digital platforms. Provides strategic and operational leadership for enterprise web and intranet platforms, including platform lifecycle management, modernization initiatives, security updates and feature roadmaps.

Coordinates projects and financial planning, provides direction, guidance and technical support to staff, assigns tasks and manages day to day operations to ensure customer needs are met in a timely fashion. Supervises staff, including recruitment, selection, hiring, assigning work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices. Schedules staff, assigns work, monitors work flow, and makes recommendations for efficiencies and improved customer service.

Documents existing business systems, recommends and implements future systems to enhance department productivity and ensures sufficient network load requirements. Implements customer service strategies to ensure that services provided meet Regional customer service standards. Develops guidelines, policies and procedures when necessary.

Responsible for the evaluation, selection and acquisition of hardware, software, and vendor resources while adhering to budgets; develops solutions in accordance with ITS Enterprise Architecture. Identifies issues and consults with key stakeholders to develop solutions based on available options. Participates in Branch and Department business planning and budget preparation/forecasting activities as required.

Participates on divisional, departmental and regional committees and task forces as directed. Contributes to corporate-wide technology objectives and that requirements are evaluated, planned, implemented, and maintained. Establishes and/or maintains an effective internal communication system with Regional staff and external communication with vendors, federal, provincial, regional and community contacts as required.

Works as part of a multi-disciplinary team contributing to strategic plans, implementation plans, and ongoing support of automation initiatives within the Region. Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and following all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies. Interfaces with functional areas to determine the underlying issues and know when to acquire additional internal or external resources.

Prepares technology-related reports, guidelines and correspondence and makes presentations to meet departmental requirements. Manages information in accordance with legislation and corporate standards. Performs other duties as required to meet Divisional/Branch and Departmental objectives including scheduled and emergency tasks beyond normal business hours.

Regularly reviews technical literature regarding system methodologies, development productivity tools and techniques and attends seminars, conferences and training as required. WHAT WE'RE LOOKING FOR Successful completion of a University Degree in Information Technology or Computer Science or equivalent approved combination of education and experience. Minimum five (5) years' experience in information systems project management implementation and support working on large corporate projects, including demonstrated minimum of two (2) of direct supervisory experience.

Demonstrated experience with the assessment of application technology and end user needs to recommend solutions that are in line with the Region's strategic direction. Valid Ontario Class "G" drivers license and reliable vehicle for use on corporate business Knowledge of trends in the use of current information technology specific to user department applications and the Region's current operating environment, project management tools and relational databases. Knowledge of leading-edge designs and technologies such as Internet and Intranet design, web services, Java, Cisco, Nokia, Sun etc.
