The primary purpose of this position is to serve as the weapons safety manager and advisor to the Commander, senior leaders, and field safety staff on weapons safety matters. Represents AFMC and manages explosive safety, missile safety, and directed energy safety programs and provides oversight of the nuclear surety program as a part of the overall weapons safety program.

Duties
Help
  1. Manages and develops effective command-wide explosives, weapons, missiles, nuclear, and Directed Energy Weapons (DEW) programs in connection with AFMC installations, Air Force Research Laboratory (AFRL), and contractor operations, including the application of explosives safety criteria and requirements as an integral part of the mission.
  2. Manages the explosives safety program. Develops, approves, and processes all command explosives safety criteria and operations, including explosives site planning processes, standards and requirements.
  3. Develops and implements command policy and establishes processes and procedures for the explosives, missiles, nuclear, and DEW programs at all AFMC field activities.
  4. Conducts special on-site investigations of explosives, missiles, weapons, nuclear, and DEW mishaps. Assesses mishaps and determines mishap cause, findings, and makes technical recommendations to preclude recurrence of similar mishaps for AFMC-owned assets and for Air Force- wide application.
  5. Conducts comprehensive weapons safety staff assistance visits and safety inspections of each AFMC subordinate organization possessing weapons or explosives to ensure compliance with Air Force safety criteria.
  6. Represents AFMC on various DoD and Air Force boards, IPTs, working groups, technical interchange and project officer meetings, seminars, and conferences sponsored by Air Force/MAJCOMs/DRUs/FOAs, DoD, other federal agencies, or industry

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
EDUCATION: Undergraduate and Graduate Education: Major study safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes managing safety program elements to eliminate hazards, specifically command-wide explosives, weapons, missiles, nuclear, and Directed Energy Weapons (DEW) programs for AFMC, AFRL, and contractor operations. Experience also includes establishing policies, explosives safety criteria, site planning processes, and conducting weapons safety compliance inspections and staff assistance visits. Experience in investigating mishaps, implementing hazard controls, training personnel, and applying specialized expertise across safety engineering and occupational health fields.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Managing safety or occupational health program elements.
  • Developing and recommending safety and occupational health policy to higher levels of management.
  • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
  • Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
  • Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
  • Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
  • Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
  • Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
  • Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
  • Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
