Water Utility Supervisor Jobs (NOW HIRING)

The Street & Utility Supervisor is responsible for coordinating and supervising the maintenance of the City's right of ways, infrastructure, underground utilities, and City owned property. The Supervisor oversees the Street & Utility Division employees. In addition, this position is responsible for supervising all personnel assisting in the performance of snow and ice control operations.

The Street & Utility Supervisor reports to and is supervised by the Superintendent of the Street & Utility Division. This is a full-time, supervisory, FLSA exempt position. The primary focus of this position is to provide a direct service, and the work of the position is non-routine and performed outdoors.

The position is performed with considerable independence and is responsible for scheduling his own work, taking initiatives in decision-making, and solving problems without direction. The position is responsible for evaluating employees and dealing with confidential matters. The employee is expected to expand his own level of training as needed and appropriate to effectively carry out the duties and tasks of the position.

The position may be required to coordinate and delegate work with co-workers within its own department as well as other divisions and departments. The starting salary for this position will be $100,593.46. Upon successful completion of a 6-month probationary period the salary will be increased to $105,383.63

Job Duties Supervise, schedule, and assign tasks to crew members. Ensure work area is safe and all workers have proper safety gear/equipment. Ensure all required equipment is available at the job site.

Update the Street & Utility Superintendent as to completed work assignments and work performance of crew members. In absence of Superintendent: Approve time-off requests and check time sheets using time scheduling software. Attend meetings.

Complete required office work including approving and signing purchase orders using purchase order software. Review work completed and determine schedule for following day. Manage Sanitary Collection System: Oversee sewer main maintenance program.

Keep all necessary equipment in working order.This includes but is not limited to the sewer jetting equipment and sewer camera. Manage Water Distribution System: Responsible for the on-going maintenance and repair of distribution valves, water mains, service lines and hydrants. Supervise water service maintenance including valve exercising and hydrant flushing and review of water main tie-ins

Sub-contract for repair as required. Manage Storm Sewer System: Oversee storm sewer system maintenance. Repair systems deficiencies as needed.

Supervise Street Maintenance: Asphalt paving and patching Tree trimming and removal Street light repairs Brush pick-up Concrete curb maintenance, sidewalk repairs, removal, and repairs Snow and ice control Responsible for operations beyond the regular workday: Coordinate emergency call-out for emergency situation. Troubleshoot at job site to determine cause of emergency. As needed per emergency, notify utility companies, emergency personnel, health agencies and the Superintendent.

Summon additional staff as needed to repair problem. Work Order processing, assignment, closeout, and monitoring of progress in the field. Assist with the coordination of the City's Geographic Information Systems (GIS) programs.

Provide continuous safety training and a safe working environment. Interview, make hiring recommendations and perform employee evaluations. Administer the Union contract for all contract employees.

Perform duties and tasks of any employee unable to work. Coordinate and supervise Public Works' employees for snow removal operations. Perform miscellaneous duties as assigned.

Supervise the maintenance of the right of way and infrastructure: Responsible for planning and supervising the maintenance of streets, curbs, sidewalks, landscaping, sanitary sewers, drainage, mowing, sweeping, clean up, creek cleaning, tree removal, snow removal, regulatory and informational signs, traffic signals, street lighting and street striping. Responsible for location and maintenance of storm sewers. Monitor all street related projects and storm sewer projects that are under contract.

Inspect and assess the right of way and infrastructure to determine repair and replacement needs. Supervise maintenance of the water distribution, storm water, and sanitary sewer collection systems: Responsible for planning and supervising sanitary sewer cleaning & televising, water valve exercising, fire hydrant painting and maintenance, and fire hydrant flushing. Supervise special projects and events: Interact with the Chamber of Commerce, Merchants Associations and business owners.

For each special project, determine the required personnel, materials and equipment. For revitalization projects, provide constant on-site supervision. Employ contractors to complete projects and contracted operations: Employ and schedule contractors to carry out daily projects and to handle emergency situations.

Specify project and contract requirements to contractors. Monitor contractor's work to ensure the proper completion of all project specifications. Qualifications Five (5) years of experience in street maintenance and utility construction techniques.

Possession of one or more of the following: Illinois Class D Water Operator License or greater, IEPA Collection System Operator License or greater, Illinois Certified Arborist. Possession of a Class "A" CDL Driver's License with air brakes and tanker endorsements, or the ability to obtain within six (6) months. Must maintain a good driving record.

Pass all pre-employment tests and examinations. Knowledge: Knowledge of the City of McHenry, City operations, and the community to effectively provide service to residents. Knowledge of public/municipal finances and purchasing guidelines.

Knowledge of IEPA standards and guidelines, OSHA and MSDS requirements as they affect operations. Knowledge of health and environmental issues as they affect operations. Considerable knowledge of MS Office, GIS, and other software necessary to perform job.

Considerable knowledge of road maintenance techniques. Considerable knowledge of heavy equipment. Considerable knowledge of supervisory techniques.

Knowledge of conflict resolution techniques. Skills and Abilities: Ability to interact positively with residents, other City employees, external contacts and/or the public. Ability to develop and exercise safe work habits and follow proper safety practices.

Ability to apply basic principles of supervision. Ability to plan and organize the activities of others. Ability to compose accurate, grammatically correct correspondence.

Ability to accurately and thoroughly carry out functions requiring attention to details. Ability to manage and resolve minor conflicts that might arise in work situations. Effective verbal communications skills.

Advanced computer skills and ability to use MS Office. Basic skills in mathematics. Interpersonal skills in dealing effectively with co-workers and superiors.

The employee is required to lift up to 20-50 pounds and occasionally lift 50+ pounds. While performing the duties of this job, the employee often works in outside weather conditions including rain, snow, smoke, noise, odors, toxic agents, extreme heat and cold, wind, bright sun and other elements of nature. While performing the duties of this job the employee is frequently exposed to dim and bright light, dust, toxic agents, heavy machinery and disease.

The employee is often exposed to noise, vibration, humidity. Seasonally the employee is exposed to heat and cold.
