Job description

GENERAL PURPOSE
Under general supervision, this position performs technical and mechanical maintenance and repair of the Zenner water meters and software portal. Responds to and resolves a variety of customer requests related to the water service installation. Maintain and update the Zenner Portal. Works together with the meter crew to meet the needs of the community and organization through the city's values and highest level of ethics. Other duties may be assigned at any time.
SUPERVISION RECEIVED
Reports to Utilities Superintendent and Utility Billing Supervisor.

None.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Update the Zenner portal daily, inspects water meters and services. Locates and inspects Zenner meters and any other meters. Tests disassembles and repairs meters, hydrant meters and black flow preventers, etc. Clean parts, replaces, refits, preventive maintenance that may need to be perform to any meter. Rebuilds and/or replaces registers, reassembles meters, and assists with the assembly of all meters. Responds to customer complaints regarding water service, checks meters for leaks, performs flow checks, takes water samples, and performs flushing for water quality issues. Investigates and removes illegal connections of unauthorized meters. Completes daily log sheets, service orders, and other related tasks and reports required.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIREMENTS
  • Knowledge of installation, operation, function, and basic repair of the Zenner water meters, previous meters installed and meter boxes to include inspections, operations, attachments, and readers.
  • Knowledge of occupational hazards, safety precautions and safety regulations related to the Zenner meters and meter maintenance.
  • Comprehensive, practical knowledge of a technical field with use of analytical judgement and decision-making appropriate to the work environment of the organization.
  • Basic computer skills to update the Zenner portal with the ability to learn all and new functions of the software.
  • Basic arithmetic and calculation involving water usage and flow rates.
  • Cooperative and professional interpersonal relationship with coworkers, managers, and the public at all times.
  • Receptive and effectively resolving work related and citizen's inquiries.
  • Ability to read and follow directions verbally and in writing, blueprints, and schematics of Zenner meter assembly.
  • Ability to write simple sentences containing subject, verb and object, and/or series of numbers, names, and addresses.
  • Ability to communicate effectively.

MINIMUM QUALIFICATIONS
Education and Experience:
  1. High Scholl Diploma or equivalent is required.
  2. Valid Texas State Driver's License or obtain one within six months of hire.
  3. One year (1) of water utility experience is preferred.

Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
TOOLS AND EQUIPMENT USED
Large and heavy equipment such as a backhoe, front-end loader, dump truck. Motorized vehicles and equipment, including tapping machine, tamper, plate compactor, pipe threader, jackhammer, acetylene torch, chain saw, trash pump, ditch compactor, air compressor, generators, compressors, pumps, gauges, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, calculator, iPad, and other necessary equipment.
SPECIAL REQUIREMENTS
  • Must be able to pass a pre-employment drug screening and random screenings while employed.
  • Must obtain a TECQ "D" Public Water System Operator License within one (1) year of date of hire.

PHYSICAL DEMANDS
  • Must be able to work safely in a noisy area with many odors present.
  • Ability to regularly lift 50 pounds and occasionally lift up to 100 pounds.
  • Must be able to inspect meters to determine repairs needed.
  • Good vision to inspect repair work.
  • Must be able to bend, stretch, kneel, and squat to perform repairs and inspections.
