Job description

We're seeking someone to join our team as a Vice President of Procurement Operations and lead the firmwide Purchase-to-Order operation which powers $5B+ in annual procurement and shape the operating model that determines how 70K+ colleagues access the goods and services they need to serve our clients.

The individual will exercise real decision authority, shape procurement strategy, and be the final escalation point for high-visibility transactions across the firm. You will act as the firmwide owner of Purchase-to-Order operations, driving end-to-end execution, governance, and risk outcomes across Morgan Stanley, partnering with Technology, Finance, Risk, Legal, and Compliance to deliver secure, compliant, and scalable procurement at scale.

What you'll do in the role:
  • Serve as the firmwide owner of Purchase-to-Order operations, with end-to-end accountability for procurement execution, demand intake governance, prioritization, and escalation.
  • Translate firmwide Technology strategy into scalable procurement execution, aligning demand, sourcing frameworks, and supplier engagement with architecture standards, financial discipline, and regulatory expectations.
  • Define and govern the procurement catalog as a strategic control point, driving standardization, preferred-supplier adoption, negotiated pricing, and compliant purchasing behavior at scale.
  • Own procurement governance, risk, and controls - proactively identifying and mitigating operational, supplier, and compliance risks while leading audit, risk assessment, and regulatory engagements.
  • Act as a senior partner to Technology, Finance, Risk, Legal, and Compliance leaders, influencing firmwide decisions on procurement strategy, vendor engagement, and operating model design.
  • Lead, develop, and scale high-performing procurement teams, setting a culture of accountability, operational excellence, and continuous improvement - and serving as the final escalation authority.
What you'll bring to the role:
  • 10+ years of progressive leadership experience in procurement, supply chain, or operational roles within large, complex, and highly regulated organizations (financial services strongly preferred).
  • Demonstrated ownership of enterprise-scale Purchase-to-Order or procurement operations supporting $500M+ in annual spend, with clear accountability for execution, outcomes, and risk.
  • Strong experience with enterprise procurement platforms (GEP strongly preferred; SAP Ariba, or Coupa also valued), including catalog management, contract compliance, and workflow configuration.
  • Deep experience managing technology-related spend, including software, SaaS, cloud, hardware, telecom, and professional services - with a strong understanding of licensing models, renewal cycles, and vendor dynamics.
  • Strong governance, risk, and control expertise, with hands-on experience operating under regulatory, audit, and financial control frameworks (SOX, OCC, FRB, or equivalent).
  • Executive-level stakeholder leadership skills, with a proven ability to influence senior Technology and business leaders, make independent risk-balanced decisions, and earn credibility across the enterprise.
  • A track record of translating strategy into operational results - leveraging demand management, standardization, and metrics to drive efficiency, compliance, and adoption at scale.
  • Experience leading and developing teams of 20+ professionals, including oversight of offshore and/or BPO resources, with a demonstrated ability to build accountability culture and develop talent.
