Job description

Description
Are you the kind of manufacturing leader who's at home on the shop floor - close enough to the work to see exactly where the build is breaking down, and decisive enough to fix it? Do you thrive in environments where every order is different and complexity is the rule, not the exception? Can you own throughput, quality, safety, and on-time delivery - and build the team and systems that make those numbers move? Are you disciplined about the boring fundamentals that quietly compound into world-class operations? Do you want a seat at the senior leadership table, where the work you do every day directly shapes how many ambulances and mobile healthcare units get into the hands of the people who need them?
If this sounds like you, then we need to talk...
Frazer, is the leading manufacturer of Global Mobile Healthcare, headquartered in Sugar Land, TX. We're currently seeking a Vice President of Manufacturing Operations to lead all aspects of our production operations - from chassis receipt and module fabrication through final unit delivery. This role owns production throughput, labor utilization, shop floor efficiency, safety, and the delivery of quality products that Frazer's customers depend on. The VP of Manufacturing Operations is an approachable, collaborative leader who maintains an open door, empowers supervisory teams, and delegates with confidence to drive results at every level of the organization. This position partners closely with Engineering, Service, Sales, and Supply Chain to resolve cross-functional production challenges and ensure seamless flow from order release through customer delivery. As a senior member of Frazer's leadership team, this position contributes to company-wide strategy and champions a culture of safety, continuous improvement, and operational excellence aligned with Frazer's Core Values.
What Does a Week in the Life of the VP Manufacturing Operations Look Like?
  • Champion and enforce a Safety First culture across all production areas, ensuring that safety standards, compliance protocols, and accountability are embedded throughout the shop floor and all manufacturing activities.
  • Own and manage all production operations, including module fabrication (aluminum framing and welding), chassis integration, electrical systems installation, mechanical assembly, finishing/painting, graphics application, and final quality inspection.
  • Drive on-time delivery performance by developing and managing master production schedules, aligning labor and material capacity to build plans, and resolving scheduling conflicts in real time.
  • Establish and maintain production flow systems that minimize work-in-process (WIP), reduce unit build time, and ensure efficient movement of units through each stage of the production process.
  • Lead and develop a high-performing manufacturing organization, including production supervisors, team leads, and skilled tradespeople, with clear expectations for performance, quality, and accountability.
  • Partner with the VP of Product Engineering to ensure engineering releases (BOMs, work instructions, and production job orders) are accurate, complete, and operationally ready prior to production start.
  • Own production quality outcomes, including first-time quality rates, defect identification, rework reduction, and final unit inspection pass rates. Establish root cause analysis and corrective action processes for recurring production issues.
  • Manage production labor planning, staffing levels, skill matrix development, and workforce scheduling to align with unit build volume and delivery commitments.
  • Oversee the management and readiness of production facilities, equipment, tools, and shop infrastructure to support safe, efficient, and uninterrupted manufacturing operations.
  • Collaborate with the Supply Chain and Procurement functions to ensure parts, materials, and chassis are available to support production schedules and to escalate supply disruptions that impact build plans.
  • Develop, monitor, and act on key production metrics (KPIs) including units produced per week, labor efficiency, on-time delivery, first-pass quality, safety incidents, and cost per unit.
  • Contribute actively to Frazer's Senior Leadership Team, participating in quarterly planning sessions, leadership meeting cadences, and S&OP processes to align manufacturing capacity with sales demand.
  • Lead and sustain continuous improvement initiatives including Lean Manufacturing, 5S, standard work, and waste reduction efforts across all production areas.
  • Partner with the VP of Service to ensure that product builds are completed in ways that enhance serviceability, reduce warranty events, and support the post-sale customer experience.
  • Manage the production department budget, including labor costs, tooling, equipment maintenance, and capital expenditure planning.
  • Develop and mentor production leadership talent, including succession planning and the growth of team leads into supervisory and management roles.
  • Represent manufacturing in cross-functional committees including engineering reviews, S&OP, safety committees, and customer delivery planning meetings.
  • Ensure all production activities comply with Frazer's policies, safety programs, Ford QVM certification requirements, and any applicable regulatory standards.

Required Education and Experience:
  • Bachelor's degree in Manufacturing Engineering, Industrial Engineering, Operations Management, Mechanical Engineering, or a related discipline.
  • 10+ years of progressive experience in manufacturing operations, with at least 5 years in a senior leadership role (Director level or above).
  • Demonstrated experience leading production operations in a custom or configure-to-order (CTO) or engineer-to-order (ETO) manufacturing environment.
  • Proven track record of improving production throughput, on-time delivery, quality, and labor efficiency in a complex manufacturing setting.
  • Hands-on experience managing shop floor teams including welders, fabricators, electricians, and assembly technicians.
  • Strong understanding of ERP/MRP systems and their role in production scheduling, job order management, and materials planning.
  • Working knowledge of Lean Manufacturing principles and tools (5S, standard work, value stream mapping, Kaizen, etc.).
  • Experience managing production budgets and capital planning.

Preferred Education and Experience:
  • M.S. or MBA with a focus in Operations, Manufacturing, or Engineering Management.
  • Experience in vehicle manufacturing, specialty vehicle, or automotive assembly environments.
  • Familiarity with Syteline ERP, Ford QVM (Qualified Vehicle Modifier) program, or Six Sigma Green/Black Belt certification.

Skills (to Pay the Bills)
Here's a list of a few competencies that the VP Manufacturing Operations at Frazer should have...
  • Strong operational leader with a bias for execution, accountability, and results capable of owning the production floor and driving measurable performance improvements
  • Skilled people leader who can build trust, develop talent, and hold teams accountable in a hands-on manufacturing environment
  • Organized and process-driven, with the ability to manage high complexity and variability inherent in custom, configure-to-order manufacturing
  • Data-driven decision maker who uses production metrics, KPIs, and root cause analysis to identify problems and implement durable solutions
  • Effective cross-functional collaborator who can work across engineering, service, sales, and supply chain to resolve production issues and improve the build process
  • High ownership mindset with the ability to operate independently and make sound decisions in a fast-paced, high-accountability environment
  • Continuous improvement champion with a strong foundation in Lean Manufacturing principles and practical shop floor application
