NATURE OF WORK:
Under the direction of the Income Tax Administrator, the Assistant Income Tax Administrator is responsible for enforcing the income tax laws for the City including auditing tax returns, processing refunds, responding to inquiries and concerns, and assisting taxpayers with return preparation. This role will also serve as the direct backup to the Tax Administrator and manage operations of the team.

SUPERVISION
This position is under the direction of the Income Tax Administrator.
ESSENTIAL FUNCTIONS OF WORK
  1. Maintain records of collection, refunds, and tax accounts; prepare monthly and annual reports of collections and refunds; complete monthly work and progress reports of tax division activity; hotel/motel tax collection report setc; review and approved refunds; handle bankruptcy accounts; review documentation on cases sent to mayors court; work with other city departments to obtain additional information on taxpayers for tax cases.
  2. Periodically review functionality and integrity of computer systems and work with Tax Administrator on recommendations for improvement;redesign tax forms with tax law and interest rate changes; stay up to date on federal and state tax amendments; attend income tax meetings and training sessions;
  3. Audit tax returns using personal computer and mobile devices; perform batch preparation and input; ensure accuracy and compliance with city tax ordinance; determine necessity for additional information; correspond with taxpayers regarding audit and compliance; handle complex corporate audits.
  4. Respond to inquiries from tax preparers regarding city tax ordinance, return preparation, residency, and withholding taxes; assist taxpayers with return preparation in-office and via phone; provide instructions on completing returns accurately.
  5. Handle non-compliance cases; review correspondence and taxpayer history; determine necessary actions for compliance; prepare court summaries and documentation for proceedings and attends court to present information; prepare refunds for approval by Income Tax Administrator; calculate refund amounts.
  6. Assist tax division employees with inquiries regarding returns and ordinances; maintain records and prepare reports as requested; maintain working relationships with departments, governmental agencies,organizations, businesses, and the public; attend professional meetings and seminars to stay updated on tax changes.
  7. Meet all job safety requirements and all applicable safety standards that pertain to essential functions; must demonstrate regular and predictable attendance; maintain required licenses and/or certifications.
  8. Performs other duties as assigned.

Calculator, computer, computer software ( e.g., Microsoft Office, Authority Tax,CIS, etc.), mobile phone, copier, scanner, telephone, postage machine, and other standard modem business office equipment.
PHYSICAL REQUIREMENTS / WORK ENVIRONMENT: Has exposure to chemical compounds found in an office environment ( e.g.,toner, correction fluid, etc.); has contact with potentially violent or emotionally distraught persons; this is considered sedentary work and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor's physical demands strength ratings. In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.
Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered sedentary work.
MINIMUM REQUIREMENTS OF WORK
MINIMUM QUALIFICATIONS: An example of acceptable qualifications:
  • Possession of a bachelor's degree in business, accounting or related field.
  • Over four (4) years of responsible experience in independent tax preparation including some supervisory experience.
  • Must possess and maintain a valid State of Ohio driver's license and must remain insurable under the City's vehicle insurance policy.
  • Any combination of education, training, and/or experience equivalent to the minimum qualifications stated above.

KNOWLEDGE, SKILLS, AND ABILITIES: (*Indicates developed after employment)
  • KNOWLEDGE OF: principles, practices, and methods of income tax auditing, income tax ordinance, laws and other pertinent rules and regulations, modern office practices, and equipment utilized in tax auditing and tax collection, city goals and objectives*; city policies and procedures*.
  • SKILL IN: use of modern office equipment and software; critical thinking,judgment and decision making.
  • ABILITY TO: gather information, analyze, evaluate facts, and draw conclusions,read and interpret laws, rules, and regulations, prepare forms, documents and reports, prepare routine correspondence, compile and prepare reports,communicate effectively, develop and maintain effective working relationships demonstrate professionalism; apply management principles to solve agency problems*.

HEALTH BENEFITS
Employees pay 15% of the monthly medical insurance premium through United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.
HEALTH SAVINGS ACCOUNT
Annually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.
VISION AND DENTAL
The City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.
LIFE INSURANCE
The City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.
RETIREMENT PENSION
The City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.
VACATION
New employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.
PERSONAL LEAVE
Employees receive 6 prorated days of personal leave annually.
