Job description

Position Overview
The Business Process Engineer is responsible for evaluating, designing, executing, measuring, and optimizing complex enterprise workflows and business operations. This position works closely with cross-functional leadership, technical teams, and mission stakeholders to analyze current-state processes ("as-is"), identify operational bottlenecks and inefficiencies, and engineer optimized future-state solutions ("to-be"). The ideal candidate combines strong analytical modeling skills with structural frameworks to support enterprise IT modernization, policy alignment, and operational transformation across cleared government or defense environments.
Key Responsibilities
  • Model complex business, operational, and technical workflows. Develop comprehensive current-state ("as-is") and future-state ("to-be") process maps using standard notation methodologies (BPMN 2.0, UML).
  • Conduct root-cause analysis, value-stream mapping, and gap analyses to identify procedural bottlenecks, redundancies, and manual friction points. Re-engineer processes to maximize efficiency, consistency, and compliance.
  • Lead discovery workshops, interviews, and working groups with technical leads, program managers, system architects, and executive stakeholders to capture operational requirements and operational dependencies.
  • Establish performance baselines, Key Performance Indicators (KPIs), and target metrics to quantify the impact of process changes and track continuous process improvement (CPI) over time.
  • Author, standardize, and maintain operational governance artifacts, including Standard Operating Procedures (SOPs), process charters, playbooks, work instructions, and policy alignment documentation.
  • Collaborate with organizational change management (OCM) teams to design implementation plans, training materials, and communication strategies that ensure smooth transition and adoption of re-engineered processes.
  • Partner with enterprise architects and software development teams to translate optimized business processes into functional system requirements, automation workflows (e.g., RPA, low-code/no-code platforms), or enterprise software updates.

Required Qualifications
  • Bachelor's degree in business administration, Industrial Engineering, Systems Engineering, Management Information Systems (MIS), or a related discipline.
  • Minimum of four (4) years of professional experience in business process re-engineering (BPR), process modeling, operational analysis, or continuous process improvement.
  • Must possess an active U.S. Government Security Clearance (Secret clearance required).
  • Exceptional facilitation, interview, and mediation skills. Strong verbal and written communication capabilities, with a proven ability to translate complex technical/procedural information for non-technical stakeholders.

Technical & Methodological Expertise:
  • Proficiency in process modeling tools such as Microsoft Visio.
  • Applied experience using standard process modeling notations (specifically BPMN 2.0).
  • Demonstrated experience leading requirements-gathering sessions and process optimization initiatives across complex matrixed environments.
  • Hands-on experience developing enterprise metrics, performance tracking dashboards, and quantitative risk/benefit analyses.
  • ITIL 4 Foundation or Agile/Scrum certifications (e.g., SAFe Agilist, Certified ScrumMaster).
  • Familiarity with federal or defense enterprise architecture frameworks (e.g., DoDAF, FEAF, TOGAF).
  • Experience supporting process integration for enterprise cybersecurity capabilities, Zero Trust implementations.
