We provide comprehensive services, including residential support, counseling, peer support and community outreach to empower individuals to overcome mental health and substance use disorders and lead fulfilling lives. The Learning & Development Specialist supports East House's commitment to developing a highly skilled, engaged, and mission-driven workforce. Reporting to the Director of Learning & Development, this position coordinates, delivers, and continuously improves employee learning and development programs that support employees across all East House programs and administrative departments.


The Learning & Development Specialist serves as the primary administrator for the Learning Management System (LMS), coordinates New Employee Orientation, manages mandatory training compliance, partners with program leaders and subject matter experts to develop learning solutions, and coordinates internal and external professional development opportunities.


This position plays a key role in creating a culture of continuous learning that promotes employee growth, regulatory compliance, operational excellence, and exceptional client care through strong cross-functional collaboration.

Responsibilities

Orientation & Onboarding

  • Owns and continuously improves East House's New Employee Orientation (NEO) program, ensuring every new employee receives a welcoming, engaging, and consistent onboarding experience that reflects the organization's mission, values, culture, and expectations. 
  • Coordinates and facilitates New Employee Orientation. 
  • Ensures new employees complete all required onboarding activities and training. 
  • Maintains orientation schedules, materials, attendance records, and onboarding learning plans. 
  • Partners with Human Resources, hiring managers, and program leadership to support a positive onboarding experience. 
  • Coordinates onboarding activities across departments.

Training & Delivery

  • Facilitates instructor-led training for employees across clinical, residential, administrative, and support departments. 
  • Coordinate and delivers required annual compliance training. 
  • Assists in developing and updating curriculum, facilitator guides, participant materials, job aids, and other learning resources. 
  • Coordinates classroom logistics, technology, supplies, training locations, and virtual learning sessions. 
  • Coordinates internal guest presenters and external learning opportunities. 
  • Supports implementation of leadership development programming. 
  • Provides coaching and guidance using adult learning principles and behavioral health best practices.

Learning Management System (LMS)

  • Serves as the primary administrator for East House's Learning Management System (Relias or other LMS). 
  • Assigns required learning plans and training curricula. 
  • Monitors compliance with mandatory training requirements across the organization. 
  • Maintains accurate employee training records and supporting documentation. 
  • Troubleshoots learner and manager system issues. 
  • Generates compliance, completion, and learning reports for leadership. 
  • Assists with system improvements and ongoing LMS optimization.

Compliance & Regulatory Training

  • Monitors agency-wide training compliance. 
  • Partners with Quality, Compliance, OMH, OASAS, program leadership, and other departments to ensure regulatory training requirements are met. 
  • Maintains documentation supporting audits, surveys, accreditation reviews, and regulatory inspections. 
  • Identifies training compliance gaps and assists departments with corrective follow-up. 
  • Supports annual training calendars and regulatory education initiatives.

Collaboration

  • Partners with subject matter experts to create engaging and practical learning content. 
  • Supports organizational initiatives through education, communication, and training. 
  • Collaborates cross-functionally with Human Resources, Quality & Compliance, program leadership, subject matter experts, and external training partners. 
  • Coordinates external professional development opportunities. 
  • Assists with implementation of new systems, policies, and organizational changes requiring employee education. 
  • Participates on committees and workgroups as assigned.

Continuous Improvement

  • Evaluates training effectiveness through participant feedback, surveys, assessments, completion metrics, and performance data. 
  • Recommends improvements to curriculum, learning materials, and delivery methods. 
  • Stays current on adult learning practices, instructional technology, and behavioral health workforce development. 
  • Assists with special projects related to employee engagement, onboarding, workforce development, and organizational learning.

Other

  • Ensures compliance with agency policies and applicable federal and state regulations. 
  • Applies OASAS, OMH, DOH, and other regulatory learning objectives and guidelines. 
  • Collaborates with the Office of Ethics, Compliance & Quality to identify and address training-related compliance concerns. 
  • Performs other duties as assigned by the Director of Learning & Development.

Working Conditions/Work Environment

Traditional office environment. Occasionally subjected to pressure due to time demands. Travel within the greater Rochester area. Potential for travel outside of Monroe County.

Requirements

Minimum Qualifications:

  • Bachelor's degree in Human Resources, Education, Organizational Development, Business Administration, Social Work, Psychology, or a related field; equivalent experience may be considered. 
  • Two to three years of experience in Learning & Development, Training, Organizational Development, Human Resources, Education, or Behavioral Health. 
  • Experience facilitating classroom, virtual, and hybrid learning. 
  • Experience administering or supporting a Learning Management System (LMS). 
  • Strong presentation, facilitation, communication, and organizational skills.

Preferred Qualifications:

  • Experience in behavioral health or human services. 
  • Experience using Relias Learning Management System. 
  • Knowledge of OMH, OASAS, DOH, and other regulatory training requirements. 
  • Experience developing instructional materials. 
  • Experience coordinating agency-wide training initiatives. 
  • Experience supporting adult learners.
