Job description


Oracle Cloud Infrastructure (OCI) is seeking an experienced Strategic Sr Principal Technical Program Manager to drive high-impact, cross-organizational initiatives that enable OCI's continued growth and expansion. This role operates at the intersection of infrastructure strategy, business operations, capacity planning, organizational effectiveness, and executive execution.
The successful candidate will lead complex initiatives spanning multiple OCI organizations, influence executive decision-making through data-driven insights, and establish scalable mechanisms that improve planning, prioritization, and execution across the infrastructure portfolio.
This role requires exceptional strategic thinking, executive presence, analytical rigor, and the ability to drive outcomes across highly matrixed organizations without direct authority.
Responsibilities
Key Responsibilities
Infrastructure Strategy & Business Operations
  • Partner with OCI leadership to define and execute strategic initiatives supporting infrastructure growth, capacity expansion, and operational excellence.
  • Develop operating models, and prioritization mechanisms that guide executive decision-making.
  • Translate long-term strategic objectives into actionable programs, milestones, and measurable business outcomes.
  • Evaluate tradeoffs across infrastructure investments, resource allocation, execution priorities, and organizational capacity.
  • Support long-range planning efforts across infrastructure, operations, and organizational scaling initiatives.

Cross-Organizational Leadership
  • Lead large-scale initiatives spanning infrastructure planning, site strategy, power, construction, supply chain, engineering, finance, operations, and business operations teams.
  • Drive alignment across organizations with competing priorities and objectives to deliver shared business outcomes.
  • Influence stakeholders at all levels, including Directors, Vice Presidents, and Senior Vice Presidents.
  • Establish accountability frameworks and operating mechanisms that enable successful execution across organizational boundaries.
  • Build consensus and drive decisions in ambiguous, fast-moving environments.

Executive Decision Support
  • Develop executive-level analyses, recommendations, and strategic options to support critical business decisions.
  • Lead executive reviews, business operating rhythms, and cross-functional planning forums.
  • Communicate complex technical, operational, and business challenges in a concise and actionable manner.
  • Provide visibility into strategic initiatives through executive dashboards, KPIs, risk assessments, and portfolio reporting.
  • Serve as a trusted advisor to senior leaders on strategic priorities and execution risks.

Program & Portfolio Leadership
  • Drive the planning and execution of high-priority strategic initiatives from concept through implementation.
  • Identify systemic risks, dependencies, bottlenecks, and opportunities across multiple programs and organizations.
  • Develop mitigation strategies and drive resolution of complex cross-functional issues.
  • Ensure alignment between strategic objectives and execution priorities across the infrastructure portfolio.
  • Monitor portfolio health and recommend adjustments based on changing business priorities.

Mechanisms & Organizational Effectiveness
  • Design and implement scalable governance models, planning processes, KPI frameworks, forecasting methodologies, and reporting mechanisms.
  • Improve organizational effectiveness through data-driven decision making and operational excellence.
  • Establish repeatable processes that scale with OCI's rapid growth and evolving business needs.
  • Drive continuous improvement initiatives across planning, execution, and operational processes.
  • Create durable mechanisms that improve transparency, accountability, and execution quality across organizations.

Minimum Qualifications
  • Bachelor's degree in Engineering, Computer Science, Business, Operations, or a related discipline.
  • 12+ years of experience leading complex technical, infrastructure, business operations, or strategic programs.
  • Demonstrated experience driving initiatives across multiple organizations and executive stakeholders.
  • Strong analytical capabilities, including business case development, strategic planning, forecasting, and executive reporting.
  • Proven ability to influence and lead without direct authority in highly matrixed environments.
  • Excellent written and verbal communication skills with experience presenting to senior executives.

Preferred Qualifications
  • Experience in cloud infrastructure, datacenter infrastructure, supply chain, capacity planning, business operations, or large-scale technology environments.
  • Experience supporting executive leadership teams in strategic planning and operational execution.
  • Strong understanding of infrastructure scaling, organizational planning, and portfolio management.
  • Track record of establishing mechanisms that improve execution, visibility, and decision-making at scale.
  • Experience developing executive dashboards, KPI frameworks, forecasting models, and governance processes.

US: Hiring Range in USD from: $126,200 to $264,100 per annum. May be eligible for bonus, equity, and compensation deferral.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

10. Paid sick leave: 72 hours of paid sick leave upon date of hire. Refreshes each calendar year. Unused balance will carry over each year up to a maximum cap of 112 hours.
