Vice President, DoD IT Growth & Capture

Rockville, MD – Hybrid/In-Person

POSITION SUMMARY:

The Vice President of DoD IT Business Development & Capture is responsible for expanding Caelum’s federal IT portfolio by identifying, shaping, and capturing new DoD opportunities. This role leads capture strategy and proposal efforts for IT-focused programs, working closely with executive leadership, technical SMEs, and external partners to drive revenue growth.

This position requires demonstrated success in DoD business development and capture. While technical IT knowledge is important, the primary focus is on winning new business, not IT operations or delivery management.

PRIMARY RESPONSIBILITIES:
  • Lead DoD IT business development and capture activities, from opportunity identification through award
  • Develop and execute capture strategies for DoD agencies and programs
  • Partner with executive leadership to grow Caelum’s IT pipeline and revenue
  • Serve as a key contributor in proposal development, including solution shaping, pricing and strategy.
  • Maintain and expand relationships with DoD customers, primes, subcontractors, and teaming partners
  • Track and report pipeline activity, capture status, and revenue forecasts
  • Support IT service offerings including Enterprise IT, Cybersecurity, Cloud, Data Management, AI, and Application Modernization
REQUIRED QUALIFICATIONS (NON-NEGOTIABLE):
  • 5+ years of DoD-focused business development and/or capture experience
  • Proven involvement in winning federal contracts, preferably within IT or cybersecurity domains
  • Strong understanding of the DoD acquisition lifecycle
  • Experience supporting or leading proposal efforts (RFPs, RFIs, RFQs)
  • Ability to communicate effectively with technical teams and government stakeholders
PREFERRED QUALIFICATIONS:
  • Prior experience supporting DoD or Intelligence Community customers
  • Technical background in IT, cybersecurity, cloud, or data systems
  • Capture Management, PMP, or related certifications
  • Existing DoD customer or partner relationships
REPORTING / INTERFACES:
  • Reports directly to the President
  • Interfaces with executive leadership, technical teams, partners, and government customers
  • Participates in internal business development and capture reviews
COMPENSATION & BENEFITS:
  • Base salary: $150,000 – $180,000, depending on experience
  • Incentive-based compensation tied to performance
