Vice President, Design (Interborough Express)

HOURS OF WORK:

8:30 AM to 5:00 PM or as required (7.5HR/DAY)

The Vice President of Design is responsible for the design development, design compliance, and system-wide governance of the Interborough Express project.

The Project:

The Interborough Express, once completed, will provide a transformative new transit connection between currently underserved Brooklyn and Queens neighborhoods - providing a direct rail link between Bay Ridge and Jackson Heights in less than forty minutes - with service projected every 5 minutes during the peak hours. 19 stations are planned over an existing 14-mile rail corridor, and the stations will connect to 17 subway lines and 50 bus routes

Responsibilities

The Vice President, Design is responsible for the design development and design compliance of the Interborough Express and will incorporate the latest technology and best practices from national and international precedents with a focus on safe, cost-effective, and timely construction practices.

Oversee all aspects of the project's design including corridor modifications to receive the light rail system and the light rail system itself. Corridor modifications include utility relocation, bridge construction, retaining wall construction, and existing rail infrastructure relocation. The light rail system includes stations, signals & train control, traction power, systems, communications, fleet, and the maintenance & storage facility.

Participate in the procurement of third-party consultants and contractors, the environmental review process, project financing activities, and community engagement.

Monitor project status, mitigate risk, and resolve project issues; consult with and provide recommendations to senior management for critical issue resolution. 

Coordinate project delivery activities with C&D and third-party operators and partners, and manage staff, contractors, consultants, and agency forces in the safe and efficient execution of the project.

Ensure full compliance with all applicable federal, state, and local requirements, including:

  1. Transit and rail regulatory standards.
  2. Safety certification and system assurance programs.
  3. Accessibility (ADA), environmental & sustainability requirements.
  4. Coordinate with regulatory agencies, oversight bodies, and independent reviewers throughout design development and approval.

The Vice President, Design's primary responsibilities are enumerated above; however, the Interborough Express will require team members to frequently participate in activities outside of their primary functions and constantly coordinate with team members in different functions - this is the norm and not the exception.

Education and Experience

Bachelor's degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.

Must have a minimum of sixteen (18) years of related experience.

Must have a minimum of at least ten (10) years in a management or supervisory role and/or program/project manager role in a large, multi-faceted organization.

Licensed Professional Engineer or Registered Architect preferred.

Knowledge of rail and transit systems engineering.

Expertise in design standards development.

Safety certification and regulatory compliance management

Experience with systems integration and interface management desired.

Ability to evaluate design decisions from a system-wide, lifecycle, and public-interest perspective.

Excellent communication and interpersonal skills.

Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal levels within the organization.

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

Must be a proven leader as a change agent and creative/innovative thinker to align business goals with solutions to drive process improvements.

Alternative Delivery experience preferred.
