Job description
Job ID: 528177
Texas Materials, A CRH company, is a leading supplier of aggregates, asphalt, ready mixed concrete, and paving and construction services in Texas. Our focus is to provide quality products and reliable customer service with a safety-first mindset. We consider our employees our greatest strength and we make it our priority to invest in their development and well-being. When you work for Texas Materials, you are helping to support and build the infrastructure of Texas.
The VP, Supply Chain will be a key member of the South Central Division leadership team, reporting to the Division President. The role has a dual mandate: run best-in-class transportation and equipment operations — interfacility movement, last-mile delivery, , and Equipment & Shops — while elevating Procurement into a strategic, value-creating function with ownership of vendor relationships, sourcing strategy, and total cost of ownership. This leader will build the supply chain infrastructure, systems, and organizational capability needed to capture margin and move Procurement beyond transaction processing. The VP will establish S&OP, make rail and barge logistics a competitive advantage, and stand up category management that treats key spend as strategic assets.
Key Responsibilities Supply Chain Strategy & Value Creation- Develop a multi-year transportation and equipment strategy aligned to Division growth priorities, including unlocking permitted quarry capacity through rail and barge optimization.
- Design and implement a formal S&OP process that connects demand forecasting, production planning, transportation capacity, and financial targets into one clear operating cadence.
- Identify and execute modal optimization opportunities across truck, rail, and barge, with emphasis on rail velocity, reduced car dwell times, improved load utilization, and multi-modal fluency across Gulf Coast and inland waterways.
- Partner with Aggregates, Ready Mix, and HMA & Construction leaders to translate commercial growth ambitions into executable transportation and equipment plans.
- Interfacility transportation: Own strategy and execution for moving material between quarries, plants, and distribution points by rail, barge, and truck, including modal selection, freight cost, and asset utilization.
- Last-mile delivery: Manage internal fleet delivery and third-party carriers to balance service, cost, capacity, and daily demand variability.
- Coordinate with terminal operations leaders in Aggregates to align transportation plans with loading, unloading, and scheduling capacity.
- Manage the Liquid Asphalt supply chain, including in-bound logistics, last mile delivery, and targeted inventory levels, in partnership with HMA and Liquid Asphalt leaders.
- Oversee Equipment & Shops to ensure fleet availability, maintenance discipline, capital planning, and alignment with operating priorities.
- Own strategic relationships with Class I railroads (CSX, BNSF, and Union Pacific), regional/shortline rail partners, Gulf Coast and Mississippi River inland waterway barge operators, and key third-party carriers; negotiate agreements that strengthen the Division’s long-term position.
- Build rapid-mobilization playbooks for equipment, fleet, and portable-plant support so the Division can capture surge demand from megaprojects (data centers, LNG, industrial) inside compressed 60–90 day windows.
- Partner with Division and regional Safety leaders to embed safety standards into rail, barge, fleet, and equipment operations, and build weather-related business continuity plans for Gulf Coast rail, barge, and trucking networks.
- Strategic category management: Build category discipline for high-value indirect and equipment-related spend, including wear parts, tires, steel, and equipment components.
- Vendor strategy and negotiation: Consolidate suppliers where it creates leverage and personally participate in the Division’s largest and most strategic vendor relationships.
- Low-cost-country sourcing: Evaluate and qualify international sourcing options where commercially viable, balancing landed cost, lead time, quality, and supply risk.
- AMAT procurement alignment: Coordinate with the broader AMAT procurement community so Division sourcing complements enterprise and cross-divisional category work.
- Procurement operations: Separate procure-to-pay execution from category management and vendor strategy, with clear roles, workflows, and handoffs.
- Total cost of ownership: Build visibility to full sourcing cost, including price, freight, quality, downtime, and inventory carrying cost.
- Build, develop, and retain a high-performing supply chain and procurement team.
- Lead effectively in a matrixed environment, influencing business line leaders and Business Unit presidents who rely on supply chain and procurement services.
- Champion technology adoption, including ERP readiness, Transportation Management Systems, e-procurement tools, and operational analytics.
- Partner with the Performance function to ensure supply chain and procurement KPIs support the Division’s broader operating cadence.
- Model Leading Performance by applying technical expertise, minimizing waste, maximizing capacity, and maintaining disciplined process.
- 10+ years of progressive leadership in supply chain, logistics, procurement, or operations within heavy industrial or construction materials industries.
- Demonstrated experience building or leading a strategic sourcing / category management function — including vendor negotiation, supplier consolidation, and total-cost-of-ownership decision-making.
- Deep expertise in rail logistics; demonstrated experience managing Class I railroad relationships, negotiating contracts, and optimizing rail network performance.
- Experience managing a mixed transportation network of an internal private fleet and third-party carriers, with a track record of balancing service levels, cost, and capacity in last-mile delivery.
- Proven track record of building supply chain or procurement capability in complex, multi-site environments — not just managing existing operations, but designing and standing up new processes and teams.
- Experience owning significant spend or P&L accountability (direct or indirect) and translating supply chain and procurement performance into measurable financial outcomes.
- Demonstrated ability to lead through influence in a matrix organization — aligning stakeholders across business lines, functions, and geographies without direct authority.
- Must be 18 years in age or older.
- Pre-employment physical, drug screen and background check required.
- Strict adherence to safety requirements and procedures as outlined in the Employee Handbook.
- Willingness to work in a team environment and assist co-workers or supervisors with other duties as required.
- Must be willing to travel and work away from home when required.
- Must be willing to work nights and weekends when necessary.
- Direct experience with low-cost-country or international sourcing, including supplier qualification, landed-cost analysis, and supply risk management.
- Barge and port logistics experience, including the Port of Houston, Gulf Coast waterways, and Mississippi River inland barge operations.
- Background in construction aggregates, asphalt, or related construction materials, including familiarity with wear parts, tires, and heavy equipment component sourcing.
- Experience implementing S&OP processes in capital-intensive, asset-heavy businesses.
- Professional procurement credential (e.g., CPSM, ISM) or equivalent demonstrated expertise.
- M&A integration experience — specifically integrating supply chain and procurement functions post-acquisition.
- Strategic Thinking: translates complex supply chain and sourcing dynamics into clear priorities and actionable plans; sees the connection between logistics and procurement performance and enterprise value creation.
- Execution Excellence: sets high standards, holds teams accountable, and drives disciplined follow-through — comfortable in the detail without losing sight of the bigger picture.
- Change Leadership: builds buy-in for new processes and structures in organizations with deeply embedded local cultures; manages resistance with patience and persistence.
- Commercial Acumen: negotiates from a position of preparation and leverage; builds vendor relationships that create long-term advantage rather than one-time savings.
- Analytical Rigor: makes decisions from data; builds the measurement infrastructure needed to run the business, not just report on it.
- People Development: invests in developing the supply chain and procurement talent the Division needs for the next decade, not just filling today’s vacancies.
- Bachelor’s degree in Engineering, Supply Chain, Operations Management, Business, or a related field required.
- MBA or advanced degree strongly preferred.
- Able to stand, walk, use hands and fingers to manipulate objects, talk and hear.
- Vision abilities (with correction) include close, distance, peripheral, depth, and the ability to adju
