Job description

TEL Staffing has an immediate opening for a Safety Foreman (Shipyard Safety Coordinator) in Pensacola FL.
POSITION SUMMARY:
The Shipyard Safety Coordinator is responsible for the implementation, enforcement, and daily oversight of all health, safety, and environmental programs throughout the shipyard. Working under the direction of the Owner/CEO and in close coordination with the Vice President of Health, Safety, and Environmental (VP–HSE), this position ensures that all employees, contractors, and visitors maintain safe working conditions in compliance with company policy, OSHA 29 CFR 1915 (Shipyard Employment Standards), and U.S. Coast Guard regulations.
This role serves as the on-site safety leader and competent person, maintaining shipyard readiness, emergency response capability, and adherence to regulatory standards.
Safety Oversight & Compliance: 
· Enforce compliance with all company safety policies, OSHA, and maritime safety standards.
· Conduct daily safety inspections of the yard, vessels, dry dock, and shop areas.
· Monitor employee work practices to identify and correct unsafe acts or conditions.
· Ensure proper completion of Hot Work, Confined Space, and Energy Control permits.
· Serve as a Competent Person for confined space testing and entry oversight (per 29 CFR 1915 Subpart B).
· Report all safety concerns, findings, and recommendations to the Owner/CEO and VP–HSE
Emergency Response & First Aid: 
· Serve as an active member of the Emergency Response Team (ERT) for incidents involving fire, medical emergencies, spills, or confined space rescue.
· Maintain readiness of emergency response equipment — first aid kits, fire extinguishers, rescue devices, eyewash stations, and alarms.
· Conduct periodic emergency drills in coordination with management.
· Provide first aid and CPR when necessary and assist in post-incident evaluations and investigations
Training & Employee Engagement: 
· Conduct or assist with new-hire safety orientation and job-specific safety briefings.
· Provide hands-on instruction on PPE use, hazard communication, confined space entry, and lockout/tagout.
· Perform respirator fit testing and maintain documentation in compliance with OSHA 1910.134.
· Promote a proactive safety culture by engaging employees in hazard identification and prevention.
Inspections & Documentation: 
· Perform and document routine inspections of facilities, equipment, tools, ladders, scaffolds, rigging, and fall protection systems.
· Maintain accurate and organized safety records, reports, and inspection logs.
· Track corrective actions from inspections and incidents to ensure timely completion.
· Assist with preparation of safety metrics and reports for the Owner/CEO and VP–HSE
Hazard Identification & Control: 
· Conduct hazard assessments for work areas and verify safe work conditions prior to start.
· Assist in development of Job Safety Analyses (JSAs) and task-specific hazard evaluations.
· Ensure confined spaces are properly ventilated, tested, labeled, and monitored.
· Maintain calibration and operation of gas detectors and atmospheric monitoring instruments.
Rigging, Lifting & Equipment Support: 
· Assist in rigging operations, ensuring proper communication between riggers, signal persons, and crane/forklift operators.
· Verify inspection and certification of slings, shackles, hooks, and lifting gear.
· Confirm that cranes, forklifts, and manlifts are operated safely and within rated capacity.
Facility & Environmental Safety: 
· Inspect and maintain shipyard safety devices such as guardrails, barriers, signage, and lighting.
· Support environmental compliance by identifying and reporting spills, leaks, and hazardous waste issues.
· Participate in environmental safety checks, stormwater controls, and pollution prevention effort
QUALIFICATIONS:
· Minimum 3–5 years of experience in shipyard, industrial, or maritime safety.
· Working knowledge of OSHA 29 CFR 1915 (Shipyard Employment) and 29 CFR 1910 (General Industry).
· Confined Space Competent Person certification (required).
· CPR/First Aid certification (required).
· Respirator Fit Test certification or ability to obtain within 30 days.
· Rigging and signal person experience (preferred). · Strong verbal and written communication skills; ability to lead by example.
· Physically able to climb, stoop, bend, and work in confined or elevated areas.
PERFORMANCE INDICATORS:
· Reduction in incidents, near misses, and hazards.
· Timely completion of inspections and corrective actions.
· Employee engagement in safety initiatives.
· Compliance with all OSHA and USCG regulations.
· Consistent communication and coordination with the Owner/CEO and VP–HSE.
WORK ENVIRONMENT: 
· Exposure to outdoor conditions, noise, confined spaces, and elevated work areas.
· Must be available to respond rapidly to emergencies throughout the facility.
· Requires use of PPE including hard hat, safety glasses, hearing protection, and respirator when necessary
REQUIREMENTS:
· Must pass a pre-employment background check.
· Must pass a pre-employment drug test.
PAY:
Starting Pay Rate: $35+/hr. (Will be based on current level of experience)
