CLASSIFICATION: Exempt
POSITION OVERVIEW:
Quanta Government Solutions (QGS) is seeking a Pre-Construction Manager for dedicated support to a multi-project transmission infrastructure program in the Pacific Northwest, supporting the Bonneville Power Administration (BPA). The position will lead pre-construction efforts and oversee the day-to-day proposal and estimating operations, driving the successful execution of QGS BPA projects. This role combines strategic leadership in early-stage project planning with detailed proposal management. The ideal candidate will bring deep knowledge of government contracting, the FAR (Federal Acquisition Regulation), and construction operations to ensure each project is proposed efficiently, with accurate estimates, and in full compliance with regulatory requirements. This leader will direct pre-construction planning and estimating, coordinate cross-functional collaboration, and establish operational systems in proposal management to support scalable growth in the government contracting space.

Pre-Construction Leadership
  • Lead and manage all pre-construction activities including scope development, estimating, constructability reviews, value engineering, and risk assessment.
  • Oversee the development of preliminary budgets, schedules, and logistics planning in coordination with stakeholders, project managers, and estimators.
  • Manage subcontractor and vendor engagement during the pre-construction phase, including bid solicitation, scope alignment, and qualification review.
  • Collaborate with design teams and clients to ensure alignment of project objectives, budget constraints, and contract requirements.
  • Coordinate early procurement strategies to mitigate delays and align material availability with project schedules.
  • Lead internal kickoff and transition meetings to ensure seamless handoff from pre-construction to execution.
  • Ensure full compliance with federal regulations, including the Bonneville Purchasing Instructions (BPI), and other applicable standards.
  • Maintain up-to-date knowledge of regulatory changes affecting government contracts and construction operations.
  • Develop and manage risk mitigation strategies during pre-construction.
  • Lead, mentor, and develop cross-functional teams across pre-construction and estimating.
  • Provide tools, training, and support to enable team success and ensure alignment with operational goals.
  • Foster a culture of accountability, collaboration, and professional development.
  • Collaborate with finance on project profitability tracking, invoicing accuracy, and financial forecasting.
  • Identify and implement cost control measures and operational efficiencies.
  • Ensure pre-construction procurement aligns with operational schedules and contract requirements.

  • Bachelor's degree in Business Administration, Operations Management, or a related field (Master's degree preferred).
  • 10+ years of experience in pre-construction and proposal management, with at least 5 years of experience in managing government contracts.
  • Strong knowledge of government contracting regulations, including FAR, DFAR, and other applicable guidelines.
  • Excellent leadership skills with the ability to motivate and guide cross-functional teams to achieve organizational goals.
  • Experience in budgeting, financial management, and resource planning.
  • Strong problem-solving and decision-making abilities, with the capacity to manage multiple projects simultaneously.
  • Exceptional communication and negotiation skills, with the ability to work effectively with internal teams, government agencies, and external vendors.

Preferred Skills:
  • Prior experience working in operations, defense or construction with a federal contract focus.
  • Experience working with ERP systems and other operational management software.
  • Familiarity with GSA schedules and other government-specific procurement processes.
