Regulatory Policy Analyst - APC Regulatory Affairs
Alabama Power Company, Regulatory Planning
This position will be located at APC Headquarters in Birmingham, AL
JOB SUMMARY
The Regulatory Policy Analyst supports the development and execution of regulatory strategies to advance company initiatives related to financial integrity, system reliability and resource adequacy, regulatory compliance, and legislative requirements. The role involves identifying and communicating regulatory issues, supporting approvals before the Alabama Public Service Commission (APSC) for generation resources, and coordinating across functional areas including Resource Planning, Transmission, Environmental, Finance, Legal, and External Affairs. The position also includes preparing regulatory filings, submittals and related materials, validating technical and financial analyses, and responding to data and informational requests. Additionally, the analyst monitors energy policy, regulatory developments, and industry trends to support informed decision-making and communication with internal leadership and regulatory stakeholders.
Major Job Responsibilities:
  • Support the development and execution of regulatory strategies for generation resource adequacy, including generation certifications, Integrated Resource Planning, RFP processes, and other supply and reliability related initiatives.
  • Assist in the preparation of regulatory filings and submittals, including supporting documentation, economic analysis, and timely responses to data and informational requests.
  • Review and validate technical, financial, and economic analyses to support regulatory initiatives and decision-making.
  • Monitor and analyze federal and state energy policy, environmental regulations, and industry trends to support regulatory strategy development.
  • Develop summaries, presentations, and briefing materials for internal leadership and regulatory stakeholders.
  • Support regulatory strategy associated with environmental and federal regulatory rules and other commission activities, as applicable.
  • Coordinate with cross-functional teams to support regulatory initiatives and ensure alignment across the organization.
  • Conduct research and comparative analysis on peer utilities and regulatory jurisdictions to inform regulatory strategy and business decisions.

POSITION QUALIFICATIONS
Education:
  • Bachelor's Degree in Engineering, Accounting, Finance, Economics, Business, or related field
  • MBA or other advanced degree is desirable

Experience:
  • Experience analyzing technical, financial, or regulatory information, including working with data and modeling outputs, and supporting the preparation of formal reports, filings, or submittals for internal or external stakeholders.
  • Experience in utility regulation and related areas such as regulatory affairs, energy policy, resource or generation planning, financial or economic analysis, or utility operations is preferred.
  • Experience researching and monitoring federal and state energy policy, legislative developments, and relevant industry trends is desirable.
  • Experience using emerging technologies (e.g., AI tools such as Copilot, ChatGPT, or similar tools) to support analysis and research is a plus.

Knowledge, Skills & Abilities:
  • Knowledge of electric utility operations and regulatory processes
  • Strong analytical and problem-solving skills, including the ability to interpret complex technical, financial, and regulatory information
  • Ability to synthesize information and support decision-making
  • Strong written and verbal communication skills, with the ability to communicate effectively across a range of audiences
  • Ability to manage multiple priorities and perform effectively under deadlines
  • Ability to build and maintain effective working relationships across organizations
  • Proficiency with Excel and other analytical tools; experience with financial models, data tools, or similar platforms is a plus
