About the Role The Utility Engineer performs advanced professional engineering work supporting the planning, design, implementation, and management of the Town's water and wastewater utility systems.
This position serves as an engineering resource for utility system planning, hydraulic modeling, capacity analysis, capital improvement projects, asset management, and long-range infrastructure planning. The Utility Engineer works closely with utility operations staff, consultants, contractors, developers, regulatory agencies, and other Town departments to evaluate infrastructure needs, develop technical recommendations, and deliver projects that support reliable utility service and future community growth. Work requires considerable independent judgment, strong project management skills, and the ability to manage multiple complex projects and priorities.
Work is performed under the general supervision of the Deputy Water Resources Director. Duties and Responsibilites Perform water distribution and wastewater collection system capacity analyses Develop, maintain, and utilize hydraulic models to evaluate utility system performance and capacity Assist with updates to the Town's Water and Wastewater Master Plan Evaluate existing water and wastewater infrastructure and develop recommendations for improvements Compile and analyze engineering, operational, GIS, and asset management data to support utility planning and decision-making Assist with utility asset management initiatives and long-range infrastructure planning Plan, manage, and coordinate water and wastewater capital improvement projects Coordinate the work of engineering consultants and other project partners Review engineering plans, specifications, cost estimates, contracts, pay applications, and related project documents Assist with developing and implementing the Town's Capital Improvement Program Coordinate utility projects with Town departments, utilities, contractors, consultants, developers, and regulatory agencies Provide engineering support to utility operations and assist with regulatory compliance requirements Assist with preparing project budgets, grant applications, funding requests, cost estimates, specifications, and related documentation Prepare technical reports, presentations, and recommendations for management, advisory boards, and the Board of Commissioners Respond to citizen inquiries and provide technical information related to utility infrastructure and projects Perform other related duties as assigned Minimum Education and Experience Bachelor's degree in Civil Engineering from an ABET-accredited college or university Coursework in Municipal Engineering, Environmental Engineering, Water Resources Engineering, or a closely related field At least five (5) years of progressively responsible experience in municipal utility engineering, utility planning, hydraulic modeling, capital improvement project management, or related civil engineering work OR An equivalent combination of education and experience may be considered where appropriate Special Requirements Possession of a valid North Carolina Driver's License Registration as a Professional Engineer (PE) in the State of North Carolina The Town of Mooresville is an Equal Opportunity Employer and values diversity at all levels of the workforce.
