Job Summary

PayPal is seeking a Sr. Director, US Regulatory Legal. This individual will provide strategic legal leadership across PayPal’s US federal and state regulatory relationships, serve as the primary interface with US supervisory authorities, and advise executive leadership on regulatory risk and strategy as PayPal continues to expand its regulated products and services.

Job DescriptionEssential Responsibilities
  • Manage, mentor, and develop a team of attorneys and legal professionals across multiple jurisdictions.
  • Act as a trusted advisor to senior executives, influencing business strategy and decision-making.
  • Anticipate regulatory and legal risks, and proactively design strategies to manage them.
  • Influence long-term success strategy of the function, driving innovation and continuous improvement in legal practices.
  • Ensure compliance with relevant laws and regulations, leading the adoption of cutting-edge legal technologies and best practices.
  • Manage legal risks and safeguard PayPal's legal interests, developing forward-looking risk management strategies.
  • Collaborate with other legal and compliance teams, and other cross-functional groups to support initiatives globally.
  • Provide key inputs as an industry leader and expert, staying ahead of legal trends and influencing industry standards.
Minimum Qualifications
  • 12+ years relevant experience and a Juris doctorate degree OR Any equivalent combination of education and experience.
Additional Responsibilities
  • Serve as lead counsel on US federal and state financial services regulatory matters, including oversight by the CFPB, Federal Reserve, OCC, FDIC, FinCEN, and state money transmitter regulators.
  • Lead the Legal department's involvement in regulatory examination management for U.S. supervisory relationships.
  • Advise on new product development and strategic initiatives requiring US regulatory approval or clearance.
  • Monitor and analyze emerging US federal and state legislative and regulatory developments; assess impact on PayPal’s business and develop proactive compliance strategies.
  • Represent PayPal in engagements with US regulatory authorities, trade associations, and industry working groups.
  • Partner with the Global Regulatory Affairs, Government Relations, Compliance, and Risk teams to ensure coordinated and consistent US regulatory positioning.
  • Manage and develop a team of US regulatory attorneys and legal professionals.
Preferred Qualifications
  • 12+ years of experience in US financial services regulatory law, with significant experience at a federal regulatory agency (CFPB, Federal Reserve, OCC, FDIC, or equivalent) and/or in a senior in-house regulatory role at a payments company, bank, or fintech.
  • Deep expertise in US payments regulation, money transmission law, consumer financial protection, Bank Secrecy Act/AML, and electronic funds transfer requirements.
  • Proven track record managing complex regulatory examinations and enforcement proceedings.
  • Experience with state licensing regimes and multi-state regulatory strategy.
  • Demonstrated ability to build and maintain relationships with senior US regulators.
  • Strong executive presence with the ability to communicate complex regulatory issues clearly to non-legal audiences.
  • JD from an accredited law school; active bar membership required.

Additional compensation for this role may include an annual performance bonus, equity, or other incentive compensation, as applicable.
