Job description

A large public sector organization is preparing for a major, multiyear Workday implementation covering the full Workday platform. The organization is seeking a senior Workday expert with prior government or public sector implementation experience to guide its preparation and readiness efforts before implementation begins. This individual will assess the organization's capabilities, resources, data, and operating readiness to support a transformation of this scale. The advisor will work closely with executive leadership and the CIO's transformation lead while providing independent guidance throughout the implementation.

Key Responsibilities

  • Assess the organization's overall capability and readiness to support a large-scale Workday implementation
  • Evaluate the current organizational structure, internal expertise, capacity, and availability of key resources
  • Identify capability gaps and recommend where additional employees, contractors, or specialized resources should be hired
  • Define the internal roles and resource commitments required across IT, HR, Finance, Procurement, and other business functions
  • Assess the current state, quality, completeness, consistency, and ownership of data across legacy systems
  • Determine the need for data cleansing, deduplication, standardization, harmonization, enrichment, and remediation before migration
  • Develop a data readiness roadmap to prevent inaccurate, incomplete, or duplicate data from being carried into Workday
  • Identify the skills, team structure, tools, and resource capacity required to complete the data readiness effort
  • Clarify data ownership, governance, validation, approval, and accountability responsibilities
  • Advise leadership on Workday implementation strategy, sequencing, governance, and leading practices
  • Review implementation plans and recommendations and provide independent guidance to protect the organization's interests
  • Identify readiness risks early and recommend practical mitigation actions before implementation begins
  • Support knowledge transfer and help internal teams develop the capabilities required to operate Workday after deployment

Preferred Qualifications

  • Extensive experience supporting large scale Workday implementations across multiple modules
  • Previous leadership or advisory experience on at least one government or public sector Workday implementation
  • Strong experience conducting organizational, workforce, technology, and implementation readiness assessments
  • Demonstrated expertise in legacy data assessment, data quality, cleansing, deduplication, harmonization, governance, and migration readiness
  • Experience defining program resource models and identifying hiring, contracting, and capability development needs
  • Strong understanding of Workday implementation methodology, governance, integrations, security, testing, reporting, and change management
  • Experience advising senior executives and working alongside major systems implementation partners
  • Workday certifications are strongly preferred
