Job description

Essnova Solutions, Inc. is an award-winning SBA 8(a) and HUBZone-certified small business delivering innovative technology solutions and professional services to federal, state, local, and commercial clients. As a Senior Employee & Labor Relations Specialist, you will play a critical role in supporting the Court Services and Offender Supervision Agency (CSOSA) by providing advanced advisory services in federal employee and labor relations. Your expertise will help ensure compliance, foster effective labor-management relationships, and support agency leadership in navigating complex labor issues.
Key responsibilities include:

  • Deliver expert advisory support on federal employee and labor relations matters, including grievances, disciplinary and adverse actions, conduct, and performance issues.
  • Support labor relations activities such as collective bargaining, unfair labor practices (ULPs), and MSPB-related matters.
  • Interpret and apply federal labor and employee relations regulations, policies, and OPM guidance.
  • Collaborate with HR teams, agency leadership, legal counsel, labor organizations, and other program stakeholders to resolve complex ELR/LR matters.
  • Maintain accurate documentation and provide case support to ensure compliance with federal requirements.
  • Coordinate with agency General Counsel and unions with exclusive recognition to address labor relations issues.
  • Act as a primary advisor, independently supporting complex ELR/LR cases and providing guidance to management.

Requirements

Required Qualifications:
  • Bachelor’s degree
  • 7+ years of progressively responsible employee and labor relations experience in a federal or public-sector, unionized environment
  • Hands-on experience handling grievances, disciplinary and adverse actions, conduct and performance matters, collective bargaining, unfair labor practices (ULPs), and MSPB-related proceedings in a federal context
  • Strong working knowledge of federal employee and labor relations frameworks, including OPM guidance, grievance processes, ULPs, collective bargaining, and adverse actions
  • Proven ability to independently advise and support agency management and leadership on complex ELR/LR matters
  • Experience coordinating with agency General Counsel and labor organizations/unions with exclusive recognition
Preferred Qualifications:
  • Experience supporting CSOSA or similar federal agencies
  • Advanced degree in human resources, labor relations, or related field
  • Familiarity with federal background investigation processes
  • Experience with change management in labor relations environments
  • Strong written and verbal communication skills
  • Ability to manage multiple complex cases simultaneously
