Purpose of Position:

Manages all aspects of on-site commissary operations at assigned location.

DUTIES AND RESPONSIBILITIES:

  • Ensure contract compliance in all areas of commissary operations.
  • Ensure commissary ordering process and commissary distribution to Offenders is conducted in accordance with the approved facility schedule. 
  • Ensure the collection and processing of completed order forms (If applicable)
  • Ensure the delivery of each commissary order to the correct inmate according to the facility delivery schedule.
  • Respond to and resolve each inmate request and/or written grievances concerning commissary services (per the local facility policy and procedures).
  • Monitor all aspects of on-site physical commissary delivery operations to ensure efficiency.
  • Ensure credits, damages and/or replacements are processed in a timely manner.
  • Conduct long range planning for commissary scheduling for holidays and/or other special events.
  • Establish standards and monitor all aspects of on-site inventory control including ordering of replenishment products, receiving, stocking product, inventorying product and processing orders (when applicable).
  • Establish standard written local operating policies and procedures, to include order processing, delivery operations, inventory control (if applicable) personnel training, inmate informational postings etc.
  • Ensure compliance with all applicable local business requirements, (e.g.  Business licensing, insurance documentation, etc…).
  • Ensure proper maintenance and/or accountability of all USCS equipment, supplies, product, and areas assigned to USCS.
  • Attend any facility meetings as required by the facility administration.
  • Act as a liaison with the facility and USCS.
  • Conduct training of USCS commissary personnel and inmate workers (if applicable)
  • Process on-site employee payroll (per the current payroll schedule).
  • Recruit, interview, hire personnel, and administer employee corrective actions as necessary (if applicable).
  • Perform USCS Employee Performance Reviews (per company policy, if applicable).
  • Preform Performance Reviews for inmate workers (if applicable).
  • Ensure employees know and follow all policies, and procedures of the correctional facility.
  • Monitor changes and report to supervisor any changes to the local sales tax rates.
  • Participate and schedule required annual on-site security and training classes and maintain training records.
  • Ensure compliance with American Correctional Association standards when applicable
  • Ensure any administrative functions are carried out in accordance with Company policies.
  • Ensure established operating policies/procedures are reviewed and remain current.
  • Establish alternate operational plans for an emergency commissary schedule, bulk deliveries and/or any unanticipated facility incident effecting normal commissary operations.
  • Preform other duties as directed by your supervisor.

Essential Functions:

  • Retain and maintain a correctional facility security clearance.
  • Lift orders or packages which weight up to 50 lbs.
  • Attend initial and annual facility orientation and training and remain current in any certifications as required by the Facility.
  • Know and follow all rules, regulations, security policies and procedures of the correctional facility.
  • Know and follow the policies and procedures outlined in the company’s employee handbook and USCS’s local Operations manual.
  • Complete additional/miscellaneous duties as assigned by Supervisor.

Education and Experience Requirements:

  • Minimum of a two-year college degree
  • Minimum of two years of supervisory experience
  • Intermediate computer skills with knowledge of MS Office Suite
  • Strong customer service background
  • Must be well versed in organizational skills
