Position Summary:

We are seeking an experienced General Manager Federal Opportunities to lead and expand our federal construction and contracting operations, with a focus on underground and heavy civil construction projects. This role requires expertise in federal acquisition regulations (FAR), federal quality and safety programs, and security clearance requirements. The ideal candidate will have a strong background in underground construction, particularly tunnel projects, including estimating, bidding, project execution, and compliance with federal contract requirements. Established relationships within government agencies and federal contractors are preferred.

Clearance Requirement: Ability to obtain a security clearance (Secret or Top Secret preferred)

Key Responsibilities
  • Manage and oversee federal contracting and procurement activities in compliance with federal acquisition regulations (FAR) and other applicable government procurement guidelines.
  • Lead the successful delivery of underground and heavy civil construction projects, with an emphasis on tunnel construction, ensuring adherence to federal quality programs and safety programs.
  • Oversee projects that require security clearances, ensuring all personnel meet federal background check requirements for access to government installations.
  • Direct underground construction projects, including tunneling, microtunneling, trenchless technologies, and complex excavation operations, ensuring safety, quality, and compliance with federal regulations.
  • Oversee estimating, bidding, project labor agreements, and execution for tunnel and underground infrastructure projects.
  • Leverage existing relationships with government agencies and contractors to secure new opportunities and expand the company's federal portfolio.
  • Develop and execute strategies to grow federal underground and tunnel construction operations, ensuring compliance with contract requirements, budget management, and operational excellence.
  • Ensure that all work performed meets security, regulatory, and compliance requirements for federal installations.
Qualifications & Requirements
  • 15+ years of relevant experience in federal contracting, procurement, and underground or heavy civil construction, with a focus on tunnel projects.
  • Bachelor's degree in engineering, construction management, or a related field from an accredited university.
  • Experience managing underground construction projects in compliance with federal quality and safety programs.
  • Ability to obtain and maintain necessary security clearances (Secret or Top Secret preferred).
  • Strong knowledge of federal acquisition regulations (FAR) and federal procurement processes.
  • Experience in tunnel construction, including tunneling, microtunneling, directional drilling, and other trenchless technologies (preferred but not required).
  • Extensive experience with estimating, bidding, project labor agreements, and execution of tunnel and underground infrastructure projects.
  • Strong network of government agency contacts and federal contractors procuring and managing federal construction work.
  • U.S. Citizenship is required.
