These solutions handle every aspect of the network deployment process, including design, installation, configuration, testing, and support. The goal is for clients to have a fully operational network without needing to oversee or coordinate multiple vendors or technical details themselves. Turnkey network providers typically serve businesses, government agencies, and other organizations that require reliable and efficient networking infrastructure. Choosing a turnkey solution can streamline project management and reduce the risks associated with integrating different components.

Job description

HYLAN is a national infrastructure leader specializing in end-to-end communications, electrical, and data-center construction solutions. With operations across multiple regions, we deliver large-scale fiber, wireless, and inside-plant (ISP) deployments for telecom carriers, hyperscalers, and enterprise data-center operators. HYLAN is recognized for its precision, reliability, and ability to execute mission-critical work in complex environments.
Position Overview
HYLAN is seeking an experienced ISP Estimator to join our growing Data Center Division, supporting data center, hyperscale, and carrier hotel projects across multiple markets. The ideal candidate will possess a deep understanding of low-voltage infrastructure and structured cabling systems, with proven experience estimating complex internal buildouts for large-scale, mission-critical environments.
This role will play a key part in developing accurate, competitive, and profitable cost proposals for new construction, retrofit, and expansion projects within data centers and enterprise facilities nationwide.
Reports To: Director of ISP
Key Responsibilities
  • Prepare detailed and accurate estimates for ISP (Inside Plant) construction projects, including fiber and copper cabling, containment systems, racks, cabinets, power and grounding, and related low-voltage infrastructure.
  • Analyze project specifications, drawings, and RFPs to determine scope, materials, labor, and equipment requirements.
  • Develop takeoffs, bills of materials, and pricing models for both self-performed and subcontracted work.
  • Collaborate with project management, engineering, and field operations to ensure constructability and alignment of estimates with actual field conditions.
  • Support proposal preparation, pricing strategy, and bid presentations for hyperscalers, data center operators, and carrier clients.
  • Maintain a comprehensive database of unit pricing, vendor quotes, and labor productivity metrics.
  • Evaluate vendor and subcontractor proposals to ensure accuracy, competitiveness, and compliance with scope.
  • Participate in project hand-offs, providing detailed cost breakdowns and scope clarification to project management teams.
  • Continuously refine estimating processes to improve accuracy, efficiency, and alignment with corporate financial goals.

Qualifications
  • 7-10 years of experience in estimating low-voltage or structured cabling projects, ideally within data centers, hyperscale facilities, or carrier hotels.
  • Strong knowledge of ISP construction methodologies, including rack and cabinet builds, ladder rack installation, pathway design, testing, labeling, and fiber/copper terminations.
  • Familiarity with industry standards (TIA/EIA, BICSI, NEC) and current best practices in structured cabling.
  • Proficiency with estimating and takeoff software (e.g., Bluebeam, Accubid, PlanSwift, or similar).
  • Strong analytical skills, attention to detail, and ability to interpret complex construction drawings and specifications.
  • Excellent written and verbal communication skills; ability to collaborate with internal teams and external clients.
  • Proven ability to work under tight deadlines while maintaining accuracy and composure in fast-paced environments.
  • Bachelor's degree in Construction Management, Electrical Engineering, or related field preferred; equivalent field experience considered.

Preferred Attributes
  • Prior experience supporting hyperscaler clients (e.g., AWS, Google, Meta, Microsoft) or large data center operators (e.g., CloudHQ, Digital Realty, Equinix).
  • Working knowledge of both ISP and OSP cost integration for turnkey network infrastructure builds.
  • Experience with design-build or design-assist estimating approaches.
  • Strong vendor and subcontractor relationships within the low-voltage and cabling sectors.

Why Join HYLAN
At HYLAN, we are building the networks that power the future. As a national leader in telecom, electrical, and data center infrastructure construction, we offer exciting opportunities to work on some of the most advanced and sustainable projects in the industry. You'll join a team driven by innovation, quality, and growth - with a company culture that values integrity, collaboration, and long-term success.
