Xcelerate Solutions is seeking a Deputy IDIQ Program Manager to support the full array of training and training-related support services needed to support the evolving mission of the Transportation Security Administration. Security Clearance: Secret (minimum), Top Secret+ (preferred)
Location: Springfield, VA
 
Key Responsibilities:  
  • Assist the IDIQ Manager in providing comprehensive management support to ensure efficiencies and integration across all IDIQ task orders, including Curriculum Development, Threat Mitigation, and Federal Flight Deck Officer (FFDO) support
  • Serve as a designated Key Personnel, requiring Government approval for assignment and acting as the primary backup to the IDIQ Manager for all contract-level coordination.
  • Support nationwide planning, scheduling, and personnel deployment to meet the training needs of the TSA workforce, including Transportation Security Officers (TSOs) and Explosives Experts.
  • Coordinate the collection of program data to support the delivery of Monthly Financial Summary Reports, Monthly Technical Summary Reports, and GFE/GFP Inventory Reports.
Minimum Requirements 
  • 10 years of practical experience including at least 2 years of experience in managing a major program.
  • Extensive Experience with management of large-scale Federal IDIQ contracts, specifically within training and/or security sectors.
  • Minimum of 5 years of experience supporting TSA training and/or security requirements.
  • Master’s Degree in a related area
  • PMP Certification
  • Secret Clearance
Preferred Qualifications: 
  • Prior experience supporting the FFDO Program or TSA Human Capital assessment initiatives.
  • Experience with curriculum development frameworks such as the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model.
  • Familiarity with the TSA Sunflower asset management system and automated inventory tracking.
  • Knowledge of emerging training technologies, including image simulation, 3D imaging, and virtual instructor-led training (VILT).
  • Demonstrated ability to manage nationwide distribution networks and complex logistics for training materials and aids.
  • Background in managing programs involving firearms training, law enforcement training, or threat mitigation imaging.
  • Familiarity and understanding of key Training concepts and models, to include the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model or Kirkpatrick Four-Level Evaluation Model for curriculum development.
