Job description

POSITION SUMMARY:

Under the supervision of the Kashia Tribal Council, the Tribal Administrator is responsible for overall tribal management, including administration, financial management, human resources, and program/project management. The Tribal Administrator provides support and guidance to all tribal programs, including cultural, youth and education, economic development, emergency services, environmental protection, housing improvement, ICWA and social services, transportation planning, and other contracted and/or grant programs.

This position shall be responsible for carrying out the Kashia Tribal Council's goals, objectives, and directives, and for overseeing the successful administration of all grants, contracts, and programs the Tribe operates. This position will manage all Tribal employees and consultants and oversee all Tribal Fiscal and budgetary activities and accounts.

Must have grant writing and grant management experience to qualify for this role.

DUTIES AND RESPONSIBILITIES:

  • Work with the Tribal Council to plan, facilitate, and coordinate community and economic development.
  • MUST have grant writing and grant management experience to qualify for this role.
  • Administer, oversee, and implement all grants, programs, policies, and services, ensuring all goals and objectives are accomplished.
  • Coordinate staff meetings to obtain progress reports monthly. Evaluate the effectiveness of programs, identify administrative problem areas, prescribe and monitor corrective action plans.
  • Identify and seek new funding opportunities to meet the Tribe’s goals and objectives. Grant writing and management experience required.
  • Work with the fiscal to establish budget priorities, prepare annual budgets, and monitor expenses monthly. Ensure that funds are spent in accordance with established ordinances, goals, priorities, grant awards, and program policies and procedures.
  • Ensure financial and program reports to agencies are submitted in a timely and efficient manner.
  • Interface with grant agencies and staff to assure programs are managed in compliance with applicable regulations and Tribal policies and operating procedures. Take corrective action when problems are identified.
  • Assist in developing contracts for services and advertising bids for contracted services.
  • Assist in negotiating contracts, leases, and grant agreements.
  • Provide reports concerning the status of all assignments and projects of the various programs and activities, assist in establishing program objectives and meeting deadlines, preparing resolutions, ordinances, contracts, budgets, reports and other support documents as needed.
  • Attend various Committee meetings as required or needed.
  • Oversee and conduct performance evaluations of tribal staff.
  • Attend local, state, and national meetings and workshops as requested.
  • Maintain confidentiality of records and information.
  • Perform other related duties as directed.

QUALIFICATIONS:

· A minimum of five years in administration and/or a combination of education, training, and experience equal to five years of successful administration experience or in a position of equal responsibility required.

· BA or BS degree in Business or Public Administration or related degree preferred.

· Experience in Indian affairs or Tribal Government is a plus.

· Knowledge and experience in audit preparation, financial management, government fund accounting, human resources/personnel/employee supervision, and grant and contract management.

· Ability to multitask and have excellent management, planning, and organizational skills.

· Experience with computers -spreadsheets, word processing.

· Receive and properly carry out instructions; meet with Tribal Members in a polite and businesslike manner; and establish and maintain effective working relationships with employees and Tribal Members.

· Must have excellent analytical, oral, and writing skills, and have working knowledge and understanding of current Tribal and federal laws and regulations.

· Should be able to effectively make public presentations when required.

· Must have a valid California driver's license and personal transportation and be insurable to drive company vehicles.

Welcome! The Kashia Band of Pomo Indians of the Stewarts Point Rancheria is a Federally Recognized Tribe located in Sonoma County of California.
The Kashia Band of Pomo Indians were the first inhabitants of the coastal Sonoma County area around Fort Ross. The Kashia lived in lands that extended from the Gualala River in the North to Duncan’s Point south of the Russian River. From the West, Kashia territory extended from the pacific coast over coastal mountain ranges down the Warm Springs Creek to the confluence of Dry Creek, thirty miles inland. An estimated 1,500 people inhabited this area pre-contact, and migrated seasonally throughout this territory to take full advantage of the resources for their subsistence. By 1870, only 3 villages remained and by 1914, the United States Federal Government began the process of taking land into Trust, establishing the Stewarts Point Rancheria.
