What is NHPA Section 106 and why is it important?

NHPA Section 106 refers to a specific part of the National Historic Preservation Act that requires federal agencies to consider the effects of their projects on historic properties. This process ensures that preservation values are factored into federal planning and decision-making. Section 106 mandates consultation with stakeholders, including state historic preservation offices, tribes, and the public, to identify and address potential impacts. The goal is not to halt development, but to find ways to avoid, minimize, or mitigate harm to historic sites. Compliance is crucial for legally proceeding with projects that receive federal funding or permits.

What are the key skills and qualifications needed to thrive as an NHPA Section 106 specialist?

To thrive as an NHPA Section 106 Specialist, you need a background in historic preservation, archaeology, or a related field, usually supported by a relevant degree and experience with federal compliance processes. Familiarity with GIS mapping tools, Section 106 documentation systems, and knowledge of federal and state preservation laws are typically required. Strong communication, project management, and stakeholder engagement skills help build consensus and facilitate complex review processes. These competencies are critical for ensuring project compliance with preservation laws while balancing development and cultural resource protection.

What are some common challenges faced by professionals working in NHPA Section 106 compliance?
