Position: Senior Product Manager with Strong Public Sector / State or Local Government Experience

Location: Harrisburg, PA – Hybrid

Contract: 12+ Months Contract

Job Description:

Position Overview

  • Our client is seeking an experienced Product Manager to lead the modernization of a critical application used to manage and resolve public complaints involving utility companies.
  • The selected candidate will lead product strategy, planning, and delivery throughout a major multi-year modernization initiative. The Product Manager will work closely with business stakeholders, technical teams, solution architects, UX/UI professionals, vendors, and leadership to ensure the modernized application meets current and future business needs while complying with enterprise architecture, security, accessibility, privacy, and public-sector standards.

Work Arrangement

  • Candidates must work from a Pennsylvania office 2 days per week.
  • Wednesday is a mandatory onsite day.
  • The remaining 3 days may be worked remotely.

Key Responsibilities

  • Own the product vision, strategy, roadmap, and delivery for the application modernization initiative.
  • Lead the modernization of a legacy application into a modern, scalable enterprise solution.
  • Gather, analyze, document, prioritize, and manage requirements and user stories from diverse business stakeholders.
  • Translate business requirements into detailed user stories, acceptance criteria, and product backlog items.
  • Prioritize product features and technical initiatives based on business value, risk, dependencies, and strategic priorities.
  • Collaborate with solution architects, developers, UX/UI designers, vendors, and technical teams to define technology, architecture, platform, and integration approaches.
  • Serve as the primary liaison between business stakeholders and technical delivery teams.
  • Facilitate Agile ceremonies, including backlog refinement, sprint planning, sprint reviews, and retrospectives.
  • Oversee and support large-scale data conversion and migration activities, including validation and testing.
  • Define product KPIs and success metrics and track progress against established objectives.
  • Identify and manage risks, dependencies, issues, and impediments, driving them toward resolution.
  • Support change management, user adoption, training, and implementation activities.
  • Ensure the solution complies with applicable security, privacy, accessibility, WCAG 2.1, and enterprise architecture standards.
  • Provide regular status updates, risks, recommendations, and strategic direction to IT leadership and business sponsors.
  • Support process improvement and business process reengineering initiatives.

Required Qualifications

  • Minimum 5 years of experience as a Product Manager leading large-scale public-sector modernization initiatives, preferably $10M+ programs.
  • Experience leading legacy application modernization or digital transformation projects.
  • Strong experience gathering requirements and converting business needs into user stories, acceptance criteria, and product backlogs.
  • Strong knowledge of Agile/Scrum methodologies.
  • Experience with Azure DevOps, Jira, or similar Agile tools.
  • Experience overseeing and testing large-scale data conversions or migrations.
  • Excellent written and verbal communication skills.
  • Strong organizational, analytical, prioritization, and problem-solving skills.
  • Ability to manage multiple competing priorities, risks, dependencies, and stakeholders.
  • Experience with enterprise application modernization and migration from legacy platforms to modern architectures.
  • Experience with the Microsoft technology stack and Azure cloud platform.
  • Experience with content management systems.
  • Experience with business process improvement and reengineering.
  • Knowledge of WCAG 2.1 and accessibility standards.
  • Understanding of public-sector security, privacy, compliance, and enterprise architecture requirements.
  • Previous experience with state or local government organizations.
  • Experience with large-scale government technology transformation programs.
  • YAFOS Certification.
  • Bachelor's degree in Business, Information Systems, Computer Science, or a related field, or equivalent professional experience.
