Technical Training Project Lead
Position Description:
Network Runners, Inc. is seeking a Technical Training Project Lead.The CG Business Intelligence (BI) Systems Technical Training Project Lead serves as the Contractor's senior technical and program lead supporting the U.S. Coast Guard Office of Data & Artificial Intelligence (CG-TECH-ODA). The Project Lead provides leadership for all Business Intelligence Systems Support and Outreach activities, including technical training, user support, instructional design, curriculum development, communications outreach, project planning, quality assurance, and contract performance management.
This position serves as the primary interface with the Contracting Officer's Representative (COR) and Business Intelligence Systems Support & Outreach Manager, ensuring all contract requirements, deliverables, schedules, and performance objectives are achieved. The Project Lead oversees Technical Training Specialists while providing expert guidance on Coast Guard Business Intelligence systems, enterprise analytics, IBM Cognos, Qlik, data visualization, and emerging business intelligence technologies. The Project Lead plans and delivers instructor-led classroom training, virtual learning events, workshops, and executive briefings; develops standardized instructional materials; manages nationwide training schedules and travel; supports enterprise communications and SharePoint content; and continuously improves customer support services. This position exercises independent judgment, manages multiple concurrent priorities, and ensures compliance with Coast Guard, DHS, and Section 508 accessibility requirements while maintaining exceptional customer service and technical excellence. Frequent nationwide travel may be required in support of Coast Guard operational requirements.
Duties & Responsibilities:
  • Lead the planning, execution, and continuous improvement of the Coast Guard Business Intelligence (BI) Systems Support and Outreach Program.
  • Serve as the primary technical lead for BI training, user support, outreach activities, and instructional material development.
  • Plan, coordinate, and oversee contractor staff supporting classroom, virtual, and field-based BI training initiatives.
  • Develop, maintain, and manage the Contractor Project Plan, Monthly Progress Reports, schedules, deliverables, and contract documentation.
  • Coordinate directly with the Contracting Officer's Representative (COR), Business Intelligence Systems Support & Outreach Manager, Contract Specialist, and Contracting Officer.
  • Lead Kick-Off, Progress, and Close-Out meetings and provide meeting summaries, action items, and status reports.
  • Manage multiple simultaneous projects while ensuring compliance with contract milestones, quality standards, and delivery schedules.
  • Provide expert consultation on Coast Guard Business Intelligence systems, enterprise reporting, analytics platforms, and data visualization capabilities.
  • Deliver instructor-led classroom training, virtual training sessions, workshops, and executive briefings for diverse Coast Guard audiences.
  • Develop targeted virtual support sessions (TVSS) and specialized training tailored to specific user communities.
  • Oversee development, review, and continuous improvement of:
  • Instructor Lesson Plans (ILPs)
    • Training curricula
    • User guides
    • Job aids
    • Process documentation
    • Data visualization reference materials
  • Ensure all instructional content follows the Coast Guard Instructional Systems Design (ISD) methodology.
  • Review existing training materials and recommend enhancements to improve usability, effectiveness, and adoption.
  • Support communications outreach activities, including SharePoint content management, enterprise announcements, and shared mailbox support.
  • Coordinate nationwide training logistics, instructor schedules, travel planning, mobile classroom operations, and resource management.
  • Provide recommendations for improving BI user adoption, customer satisfaction, and enterprise analytics capabilities.
  • Monitor contract performance metrics and implement quality assurance processes to ensure timely completion of all deliverables.
  • Mentor Technical Training Specialists and provide technical guidance, coaching, and workload management.
  • Maintain proficiency with Microsoft Office, Microsoft Teams, IBM Cognos, Qlik, and emerging BI technologies adopted by the Coast Guard.
  • Ensure compliance with DHS, USCG, Section 508 accessibility, cybersecurity, privacy, and Controlled Unclassified Information (CUI) requirements.
  • Travel nationwide to support Coast Guard training events, workshops, outreach activities, and customer engagements as required.

Minimum Qualifications/Requirements
The CG Business Intelligence Systems Technical Training Project Lead shall have a minimum of ten (10) years of professional experience and a bachelor's degree or a higher-level degree (such as a Master's). The CG Business Intelligence Systems Technical Training Project Lead performs all functional duties independently and may also oversee and be responsible for the efforts of the CG Business Intelligence Systems Technical Training Specialists. Experience should include public speaking or teaching as well as management or leadership of others.
Required skills include, but are not limited to, strong public speaking skills; problem solving and analytical skills; flexibility with a dynamic and demanding travel schedule; ability to communicate effectively with all levels of the military and civilian personnel; Microsoft Office tools; and the ability to manage multiple projects. Prior contracting skills or contract management experience is highly recommended.
Work Location:
The primary place of performance is the U.S. Coast Guard Headquarters building at 2703 Martin Luther King Jr Ave, Washington, DC 20593 (St. Elizabeths campus).
Remote work may be allowed as approved by the COR.
