Job description

Program Manager

Regular Full-Time

Armstrong Flight Research Center, Edwards, CA


This position is responsible for:

· Providing supervision of team of ~30 staff responsible for base operations and operational test and evaluation

· Serving as point-of-contact among government officials, VETS leadership, and the team

· Delivering all contract deliverables and responding to task order requests under an ID/IQ contract


Duties:

· Directs the overall contractor operations at Dryden Aeronautical Test Range (DATR)

· Ensures successful operations supporting NASA aerospace flight research and technology integration, space exploration concepts, airborne remote sensing and science missions, and emergency communications for the International Space Station (ISS).

· Reviews task order requests and supports preparation of technical and cost proposals for the customer testing exercises

· Manages the execution of tasks within proposed budgets and schedules

· Oversees vendor and subcontractors ensuring quality control and compliance to requirements

· Validates all contract deliverables are assigned to applicable staff, provides quality review prior to delivery, and submits to COR/KO

· Has primary relationship with COR/KO and other designated on-base stakeholders

· Works collaboratively with VETS leadership and corporate teams to gain support, as needed

· Ensures customer satisfaction, safety, quality, and other regulatory and contractual requirements

· Verifies team member performance goals are met and validates that all required certification and training are maintained, including developing and maintaining crew member training plans for each position held under supervision

· Analyzes program risks and performance for management and stakeholders

· Minimizes vacancies and backfills any vacancy as quickly as possible


Required Experience:

Bachelor’s degree or equivalent, and 10 years of related (technical environment) experience. Master’s degree preferred.

Prefer at least 5 years of management experience. Management experience should include operations and maintenance, engineering, logistics, and information technology.

Test and Training Range experience, preferably in a NASA or DoD environment.


Education/Certifications:

Bachelors Degree (Masters degree preferred)

Currently hold Secret Clearance


Knowledge and Skills:

Managing government contract as a contractor from all perspectives (e.g., technical, financial, staffing)
