Job description

JRAD is seeking candidates for [a contingent / future] position supporting the [DHS Science and Technology (S&T)]. This position is [Washington DC/ possibly hybrid].


Roles/Responsibilities:

  • Reviews, updates, and enhances formal Test & Evaluation (T&E) curriculum, including revising existing course materials and developing new instructional content aligned to program needs.
  • Serves as a Subject Matter Expert (SME) in adult learning, designing and delivering engaging instructor-led and web-based training solutions.
  • Applies adult learning principles and instructional design methodologies to create interactive, learner-centered training experiences.
  • Delivers professional classroom and virtual instruction in support of T&E courses, ensuring high-quality facilitation and learner engagement.
  • Supports training delivery for programs aligned with the Department of Homeland Security Acquisition Institute (HSAI), both onsite and in virtual environments.
  • Collaborates with stakeholders to ensure training content remains current, relevant, and aligned with mission and acquisition objectives.


Required Skills and Education:

  • Bachelor’s degree at least 3 years’ experience
  • Engineering (or technical) experience
  • Excellent oral and written communications skills
  • Strong analytical and critical thinking skills
  • Preferred qualifications
    • Advanced degree (MS or PhD)
    • Knowledge of Department of Homeland Security Acquisition and Systems Engineering policy
