Job description

GIS Cadastralist Trainee
Location:315 Court St., Clearwater, FL

The Pinellas County Property Appraiser is seeking applications for the position of GIS Cadastralist Trainee. The Trainee is an entry-level role designed for early-career professionals eager to learn cadastral mapping and GIS in a public-sector land records environment. Under close supervision, the Trainee supports parcel maintenance, quality assurance, data stewardship, and map/document archival. You'll learn how authoritative parcel datasets are created and maintained by reading and interpreting legal descriptions, how to apply topology rules and COGO basics, and how to apply sound time-management skills in support of citizens and internal stakeholders.

This is a structured training position with documented milestones, mentorship, and hands-on exposure to our enterprise geodatabase, Parcel Fabric workflows, ArcGIS Pro/ArcGIS Enterprise, and archival technologies.

IMPORTANT NOTICE: YOU MAY NOT PERFORM OUTSIDE REAL ESTATE APPRAISAL, SALES OR CONSULTING WHILE EMPLOYED BY THE PINELLAS COUNTY PROPERTY APPRAISER.

What Would You Do?

  • Archive and georeference a variety of paper documents and maps using an optical flatbed scanner for long periods of time.
  • Reads and interprets simple lot/block and metes and bounds descriptions.
  • Conducts limited abstract searches and assists in the preparation of proper legal descriptions of the various parcels involved using information technology.
  • Performs splits, combinations, additions, and deletions of parcels and effects changes to property ownership maps using an in-house automated information system.
  • Uses ArcGIS software and editing tools to perform simple map edits and maintain parcel data and ownership boundaries.
  • Checks records for possible errors and brings same to attention of supervisor.
  • Performs related work as assigned or required.

What Do You Need To Have?

  • Associate's Degree in Business, Finance, Accounting, Public Administration, Real Estate Management or related field, or
  • An equivalent combination of education, training, and/or experience.
  • Experience with MS Office suite including MS Word, MS Excel, MS Outlook
  • The ability to quickly and effectively learn new software, processes, and workflows

Highly Desirable

  • Excellent business/professional writing skills
  • Punctual, dependable with a positive attitude
  • Experience using geometry and trigonometry
  • Experience using a flatbed optical scanner
  • Competence with Excel or similar tools for tabular data cleanup.
  • Strong attention to detail, organization, and willingness to learn.
  • Clear and concise written and verbal communication skills; customer-service mindset.
  • Familiarity with State Plane coordinate systems and practical datum differences (NAD83 vs. WGS84).
