Job description

Performs specialized electrical/electronic technical work related to traffic management/control systems, communication, illumination or traffic data collection devices/systems. Work involves technical expertise in developing, installing, testing, programming and repairing of electrical/electronic devices/systems. Work may require working in heavy traffic and may require extensive statewide travel. Work requires contact with governmental and private entities. Employees at level I and II perform work independently on assignments; however all issues are referred to the supervisor. Employees at level III establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:The essential duties for Traffic Systems Specialist I are:
  • Analyzes and interprets schematics and wiring diagrams.
  • Assists in designing and reviewing traffic signal, traffic data collection or illumination projects; makes
    recommendations.
  • Drives/operates a bucket truck to install and repair electronic traffic control devices at various heights.
  • Installs, troubleshoots and maintains hardware and software related to traffic systems, Intelligent Transportation
    Systems, land mobile radio communication systems or the Statewide Traffic Analysis and Reporting System.
  • Measures intersections and evaluates traffic patterns and timing sequences; computes mathematical factors for adjusting
    timing of traffic signals and/or systems.
  • Operates and maintains complex electronic test equipment to repair and test electronic traffic systems.
  • Performs complex electronic repairs and rewires systems; adjusts and reprograms equipment/systems and replaces
    controllers and other electronic devices.
  • Provides technical expertise and training of field technicians in the installation, troubleshooting, maintenance and
    repair of complex electronic/electrical systems in the field.
  • Responds to complaints and identifies problems regarding traffic signal timing, congestion, operations and assists in
    developing recommendations for long-term solutions.
  • Responds to emergency situations to assist with repair and maintenance of traffic signals, systems, lighting or traffic
    data collection equipment.
  • Performs other job responsibilities as assigned.
     
The essential duties for Traffic Systems Specialist II include those listed above and:
  • Inventories supplies and equipment in shop.
  • Follows applicable safety procedures when working in an area where other utilities such as high voltage lines, gas lines,
    water and sewage lines and heavy traffic are located.
  • Maintains stock and equipment to ensure necessary tools, equipment, products and materials are available for scheduled
    projects.
  • Monitors work sites under varying conditions of light and weather and ensures that traffic control measures are operating
    effectively.
  • Reviews construction plans to ensure that plans do not conflict with existing utilities; advises supervisor of conflicts
    and recommends a course of action.
     
The essential duties for Traffic Systems Specialist III include those listed above and:
  • Develops specifications and justification for equipment procurement.
  • Evaluates site distance, edge conditions, slope, pavement serviceability and geometrics for suitability of a new installation site.
  • Consults with Department personnel, manufacturers and/or vendors regarding equipment operation, design, installation,
    equipment failure, complex repairs or replacement recommendations.
  • Inspects construction methods, workmanship and maintenance procedures to ensure contractors build, install, maintain and
    repair traffic control/data collection related equipment or facilities in accordance with plans, specifications and contract
    requirements.
Minimum Qualifications:Education: 

High School Grad or Equivalent in general high school studies. 

Experience: 

Traffic Systems Specialist I: 2 years*; Traffic Systems Specialist II: 3 years*; Traffic Systems Specialist III: 4 years*

*Experience in construction, electronic troubleshooting, electrical construction/installation, electromechanical, traffic management, transportation engineering, design, traffic systems maintenance. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Licenses and Certifications:
  • Valid driver's license. This position requires driving a state vehicle.

  • Must have or have obtained a Class "A" Commercial Driver's License (CDL) with an "N" (tanker) endorsement within 180 calendar days from date of employment.

  • Digital data communications and closed circuit television systems
  • Reading and interpreting applicable plans, schematics, blueprints and maps
  • Coordinating labor, materials, and equipment
  • Learn to troubleshoot automation problems and related systems and identify solutions
Competencies for a Traffic Systems Specialist II include those listed above and:
  • Traffic flow principles and procedures
  • Circuit boards diagnosis and repair procedures
  • The relationship of traffic control equipment to the operation of a traffic management system
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that

Physical Requirements and Working Conditions:
  • Subject to inside and outside environmental conditions
  • Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc

  • Reaching-extending hand(s) and arm(s) in any direction
  • Grasping-applying pressure to an object with fingers and palm
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Visual Acuity-operate motor vehicles and/or heavy equipment

  • This job has been identified as physically demanding and will require a pre-employment physical.
  • Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.
    • Please note that the Department of Transportation's Drug and Alcohol Testing Regulation - 49 CFR Part 40, at 40.151(e) - does not authorize "medical marijuana" under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.
  • Required to work during emergency situations after hours, on weekends or holidays.
  • Required to work hours other than 8 to 5.
  • Required to work under exposure to inclement weather conditions.
  • Required to wear personal protective equipment (PPE) provided by employer and comply with all safety requirements.
  • Must attend work regularly and observe approved work hours.
  • Must be able to report for duty within 60 minutes of notification on a 24-hour basis to respond to emergency situations.
