Job Schedule: 9/80: Employees work 9 out of every 14 days- totaling 80 hours worked- and have every other Friday off

 

Job Description:

The Lead, Global Trade Compliance, Licensing will focus on reviewing and submitting trade related license applications for L3Harris import and export requirements to U.S. Department of State International Traffic in Arms Regulations (ITAR) and the U.S. Department of Commerce Export Administration Regulations (EAR). Additional activities include advising on usage and requirements for ITAR Exemptions and EAR Exceptions, record keeping activities as identified in the ITAR and EAR as well and development and training related to L3Harris internal trade policies and procedures. This position reports to the Sr. Manager, Trade Compliance, Licensing and plays a crucial role in supporting the Global Trade Licensing Team and collaborating with various business units and corporate staff, ensuring adherence to the L3Harris Global Trade Compliance Program.

 

Essential Functions: 

  • Review, analyze and approve Corporate Headquarters (CHQ) employee international travel requests to include trade compliance evaluation to ensure items accompanying the traveler are authorized.
  • Review, analyze and approve CHQ foreign national visitors to include restricted party screening and trade compliance analysis is complete and authorizations are documented/secured as required.
  • Authorization management oversight which requires quality control review as well as process notifications to be provided to Directorate of Defense Trade Controls (DDTC) per regulatory requirements (e.g. notification of initial export, executed agreements, etc.) Also includes management and consolidation of USG regulatory reporting for the enterprise (e.g. annual sales reports, encryption reporting, Wassenaar, etc.)
  • Timely Review and submittal of international license applications to ensure that they meet U.S. Government regulatory requirements and L3Harris policy and procedure requirements
  • Provide guidance to designated L3Harris companies on Trade Compliance requirements as per the ITAR and EAR
  • Serve as primary point of contact with the U.S. Government regulators to submit, manage, and resolve any issues related to international trade license applications and foster collaborative relationships while supporting L3Harris international business development initiatives
  • Develop and implement guidance, procedures, processes and templates to facilitate international license requirements
  • Develop and actively participate in Trade related training events (webinars, summits and conferences)
  • Act as an Empowered Official in accordance with the ITAR
  • Support enterprise-wide trade requirements including but not limited to internal monitoring efforts, compliance investigations, trade related outreach
  • Perform other relevant duties as assigned to support the team's objectives
  • Ability to travel 30% domestically
  • Ability to obtain a US Secret Security Clearance

 

Qualifications:

  • Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Minimum 5 years of experience with ITAR Exemptions and EAR Exceptions

 

Preferred Additional Skills:

  • Experience with OCR EASE
  • Experience with drafting and submitting ITAR and EAR license applications
  • Prior experience as an Empowered Official or US Government regulator
  • Effective interpersonal and communication skills with the ability to interface with personnel at all levels, both verbally and in writing
  • Exhibits high attention to detail, integrity and discretion.
  • Proficiency in Microsoft Office products (Excel, Word, PowerPoint, Outlook) and SharePoint
  • Demonstrated consistent application of company and industry business practices and concepts
  • Attention to detail and follow through on tasks assigned
  • Excellent oral and written communication skills
  • Strong presentation skills
  • Ability to travel as necessary to support the functions of the job

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C. area, Denver, or NYC areas is $100,500 - $186,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
