Summary
Serves as a part of the Division's student relations response team to support a culture of respect that is free from all forms of misconduct, harassment, and retaliation; assesses and investigates allegations involving race, sex, age, color, religion, national origin, disability, and marital status; provides systematic case management, ensuring that documentation is comprehensive, complete, and accurate; manages compliance with non-discrimination, anti-harassment, and sexual misconduct laws and regulations; acts as an expert consultant to advise and support students, families, school-based administrators, and central office staff regarding the investigation process and procedure.
Qualifications
Required
  • Any combination of education and experience equivalent to a bachelor's degree in civil rights, human resources, law, criminal justice, compliance, business management, or related field.
  • Four (4) years of experience in investigation.
    • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
  • Knowledge of current state and federal laws and regulations related to labor law compliance to include Title VII of the Civil Rights Act, ADA, Title IX, and other applicable laws, codes, and regulations.
  • Knowledge of best practices and methodologies for conducting investigations, fact-finding, and investigative interviewing.
  • Proficiency in the use of technology and data compilation, manipulation, analysis, and reporting.
  • Skill in or knowledge of conflict resolution and/or mediation.
  • Ability to assess and negotiate complex, highly sensitive situations.
  • Ability to maintain confidentiality, remain impartial, and work under stress and tight deadlines.
  • Ability to provide subject matter expert advice on complex issues.
  • Ability to listen well and demonstrate sensitivity to and respect for individual needs.
  • Ability to develop and maintain effective working relationships with culturally diverse students, families, school-based administrators, central office staff, and outside government agencies.
  • Ability to facilitate meetings and/or present information to groups.
  • Ability to communicate effectively, both orally and in writing.
Preferred
  • Advanced degree.
  • Experience using trauma-informed investigation techniques.
  • Experience working with law enforcement.
  • Certification in conflict resolution and/or mediation.
  • Completion of civil rights misconduct, sexual abuse, and/or violence prevention and response program with a nationally recognized organization.

Major Duties/Essential Functions
  1. Conducts complex and sensitive investigations of reported civil rights and misconduct violations involving students.
  2. Works to ensure a prompt, thorough, fair, and impartial process for all parties.
  3. Gathers testimonial, physical, or documentary information and evidence from all sources using investigative best practice methods to accurately establish the extent and nature of the violation.
  4. Conducts investigative interviews involving internal and external participants; reviews documents, reports, and online databases in connection to case management.
  5. Ensures that case documentation and established files are systematically comprehensive, complete, and accurate.
  6. Drafts formal reporting, summarizing evidence gathered, providing analysis, and issuing findings.
  7. May represent the program, department, or the Division during discipline and grievance hearings.
  8. Ensures compliance with all federal and state civil rights laws, in alignment with Division regulations, policies, procedures, and mandates.
  9. Collaborates across the Division and with outside government agencies to provide accurate and timely case management updates.
  10. Serves as liaison with federal, state, and local law enforcement, including Child Protective Services (CPS), to facilitate investigative activities in matters of student investigations.
  11. Provides professional development and guidance to students, families, administrators, teachers, management, staff, and leadership related to the response process, student rights, and investigations compliance.
  12. Provides technical assistance to school principals and program managers on Title IX matters.
  13. Participates in developing, implementing, and presenting communications and training to inform and educate constituents on Title IX matters.
  14. Participates in the creation and assessment of professional development materials.
  15. May serve as a mediator in applicable cases that can be resolved through voluntary resolution/mediation
  16. Works closely with the Office of the Auditor General on cases involving fraud, waste, and abuse.
  17. Maintains confidentiality during all proceedings, as required and possible.
  18. Performs related duties as required or assigned.

Work Environment/Physical Requirements
This job operates primarily in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
Per the FCFPSA collective bargaining agreement, telework may be approved in limited circumstances as defined by Regulation 4417.
