The Department of Economic Security, Division of Business Services (DBS) are seeking an experienced and highly motivated individual to join our team as a Business Analyst. This position acts as the primary liaison between the Division of Technology Services and business units, driving Agile projects. The Business Analyst will gather requirements, support system testing, facilitate client meetings, and deliver user training. This collaborative, customer-centric role focuses on improving efficiency, tracking issues, and building strong cross-functional partnerships.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.
The State of Arizona strives for a work culture that affords employees flexibility, autonomy, and trust. Across our many agencies, boards, and commissions, many State employees participate in the State's Remote Work Program and are able to work remotely in their homes, in offices, and in hoteling spaces. All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.
Job Duties:
Essential Duties and Responsibilities include but are not limited to:
  • Develops acceptance testing plans, test cases, scripts, and scenarios. Conducts rigorous testing across mainframe, web, client systems, and Data Mart views/tables. Prepares test result analyses and obtains user sign-off. Assesses completed projects to extract lessons learned and identify opportunities for continuous process improvement.
  • Creates project plans, establishes completion timelines, and performs process decomposition to identify necessary tasks and resources. Assigns phases to designated team members, provides direction and support, and delivers ongoing feedback to stakeholders. Drafts project status reports for supervisors and executive leadership.
  • Acts as the primary bridge between technical development teams and the user community. Designs and delivers presentations regarding new system functionality to stakeholders and division leadership. Creates end-user training courses and materials to ensure user adoption.
  • Provides daily end-user functional support for business systems utilized by State Department personnel. Facilitates operations across statewide enterprise systems.

Knowledge, Skills & Abilities (KSAs):
Knowledge:
• Comprehensive knowledge of systems analysis, design, business process modeling, requirements gathering, and quality assurance.
• Solid understanding of software development life cycle methodologies, principles, and practices.
• Strong familiarity with the Business Analysis Body of Knowledge (BABOK) to effectively guide business analysis practices.
• Foundational knowledge of project management methodologies to ensure alignment between business requirements and project execution goals.
Skill:
• Skill in evaluating information gathered from multiple stakeholder sources, consolidate details, and extract them into actionable functional requirements.
• Effectively translate user requirements into detailed business, functional, and test scenarios for projects of various sizes and complexity.
• Strong working knowledge of Microsoft Office Applications and Google Workspace Applications.
• Familiarity with Agile project methodologies and tools, including hands-on experience tracking projects in Azure DevOps.
Ability:
• Ability to effectively translate user requirements into detailed business, functional, and test scenarios for projects of various sizes and complexity.
• Strong customer service skills with the ability to convey complex business and technical concepts. Possesses excellent written and oral communication skills for drafting stakeholder reports and delivering presentations.
• Demonstrated ability to build and sustain strong relationships with internal teams, external partners, and cross-functional groups. Works collaboratively across organizational boundaries to drive shared objectives.
• Ability to actively gather, synthesize, and incorporate stakeholder feedback into project plans and deliverables.
• Ability to balance competing priorities, organize multiple tasks, and maintain productivity in a fast-paced business environment.
Selective Preference(s):
The ideal candidate for this position will have:
  • Three years of on-the-job experience, including one to two years of information technology-related analysis.
  • A Bachelor's Degree with a concentration in Business Administration, Accounting, or Finance.
  • Prefer certification in PMI, CBAP, Project Management and Business Analysis, including ITIL, Lean, Six-Sigma, or Scrum Master.
