PRIMARY FUNCTION
The Program Manager serves as the primary point of contact for the Government and is responsible for the overall management, execution, and successful delivery of the contract. This individual provides strategic leadership, oversees contract performance, coordinates staffing and resource management, and ensures all task requirements are executed in accordance with contract objectives, schedules, and quality standards. The Program Manager serves as the primary interface with the Contracting Officer's Representative (COR), Government Task Managers (GTMs), and contractor leadership to ensure successful contract execution and customer satisfaction.

This position is contingent on contract award.

ESSENTIAL FUNCTIONS

  • Provide overall leadership and management for all contract activities.
  • Serve as the primary interface between the Government, including the COR and GTMs, and contractor leadership.
  • Coordinate staffing activities to ensure qualified personnel are onboarded and positioned to meet contract requirements.
  • Ensure all Key Personnel and supporting staff perform assigned responsibilities effectively and in accordance with contract requirements.
  • Monitor contract performance, schedules, deliverables, and staffing levels to ensure mission success.
  • Provide leadership, direction, and oversight to project and technical management staff.
  • Prepare and deliver recurring status reports, executive briefings, and ad hoc reports as requested by the Government.
  • Identify project risks and implement mitigation strategies to minimize operational impacts.
  • Ensure compliance with contractual requirements, quality standards, security requirements, and organizational policies.
  • Coordinate across technical, operational, and business teams to resolve issues and maintain project momentum.
  • Support transition activities, resource planning, and continuous process improvement initiatives.
  • Foster strong customer relationships while maintaining a high level of responsiveness and communication.

SUPERVISORY RESPONSIBILITIES: Yes

DESIRED KNOWLEDGE, SKILLS, & ABILITIES:
Experience supporting the Department of Justice (DOJ), EOIR, or other Federal civilian agencies.

  • Experience managing enterprise IT modernization or digital transformation initiatives.
  • Experience supporting cloud-based and hybrid IT environments.
  • Knowledge of Agile project management methodologies.
  • Familiarity with ITIL service management practices.

QUALIFICATIONS:

  • Must be a US Citizen.
  • Must be able to successfully obtain and maintain the appropriate Department of Justice (DOJ) Public Trust Investigation (PTI) as required for the position.
  • Bachelor's degree from an accredited college or university and (10) years of relevant work experience
  • Ability to successfully pass a pre-employment drug test and background check

PLACE OF PERFORMANCE

The principal place of performance will be EOIR Headquarters located in Falls Church, VA.
