Job description

Overview
This position is full time in Philadelphia, PA, at the Philadelphia Navy Yard. Electric Boat is performing oversight of multiple test programs at the Integrated Power Systems (IPS) Compatibility Test Facility (CTF) including the Independent Electric Plant Test Program (IEPT) for the COLUMBIA Class. The IEPT Test Engineer will be qualified in the operation of COLUMBIA Class systems and will maintain qualification in accordance with the IPS CTF Training and Qualification Plan. The IEPT Test Engineer will draw upon their Navy operational, land based test facility, or shipyard test experience to provide oversight and coordination of testing operations occurring at the IPS CTF for the IEPT. The IEPT Test Engineers will also support the Motor Module Test Program (MMTP) when the motor module is present, as needed.
Occasional Business Travel (up to 10% per year) to Electric Boat Groton and New London, CT facilities is required.
IEPT Test Engineer responsibilities include:
  • Act as Electric Boat's direct representative at the controlling station for engineering and test to ensure the proper conduct of testing being conducted per proper requirements and procedures.
  • Report directly to Electric Boat Chief Test Engineer (CTE) and the IPS CTF Test Manager on the conduct of the test program, test plans, and coordination efforts between IEPT and MMTP.
  • Exercise an oversight responsibility for the conduct of IEPT operations during their assigned shift.
  • Advise the NSWCPD Shift Test Engineer (STE) on safe and effective execution of operations and testing.
  • Coordinate with Electric Boat engineering departments to ensure IEPT objectives are being met in a manner consistent with engineering requirements and test plans.
  • Coordinate with MMTP Electric Boat STE and CTE on IEPT test plan to ensure proper resource coordination between both test programs occurring at IPS CTF.
  • Make recommendations to the Joint Test Groups (JTG) on the resolution of problems and efficient performance of IEPT test objectives.
  • Keep interested organizations both internal and external to Electric Boat informed of test program problems, progress and requirements.
  • Proven ability to work, think, and act independently as well as in a team environment is required.
  • Proven ability to set and maintain high standards and expectations as well as maintaining a questioning attitude at all times is required.
  • IEPT Test Engineer will be expected to support the MMTP with overlap in qualification requirements.
  • The successful candidate must have proven experience as an effective communicator, have strong verbal and written communications skills, and must also be able to build strong relationships with partners and stakeholders, including The United States Navy (USN), Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center Philadelphia Division (NSWCPD), and senior Electric Boat leadership.
  • Currently in possession of, or an ability to obtain, and maintain a DOD security clearance.

Qualifications
Required:
  • Minimum of 2 years of experience relevant to design, operation, maintenance, and/or testing of marine electric plant or propulsion systems. Similar experience related to power generation / distribution will be considered.
  • Ability to work all shifts (1st, 2nd, and 3rd) including occasional weekend work on a rotational basis as required based on department/project objectives.
  • Ability to support occasional travel to Groton and New London, CT in support of training and other objectives.
  • Must currently possess or be able to obtain and maintain a security clearance through the Department of Defense (War).

Preferred:
  • Relevant Engineering Degree
  • Qualification on U.S. Navy nuclear submarine involving the operation, test, and maintenance of propulsion and electric plant is highly desired.
  • Engineering or shipyard test (or operations) is highly desired.
  • Familiarity and experience with the COLUMBIA electric plant design and operation.
  • Demonstrated knowledge in the area of power generation, power electronics and controls, Naval propulsion systems, and/or power distribution systems operation.

  • A strong foundational understanding of engineering concepts, including the relationship between electrical/mechanical systems and components.
  • Proven task management skills and leadership skills.
  • Proven strong verbal and written communication skills and the ability to work in a teaming environment with remote participants, including interfacing regularly with civilian and military Navy personnel.

  • A capability to work against deadlines and prioritize work assignments accordingly
  • Have the ability to analyze, troubleshoot, and support resolution of issues during the IPS CTF test program
