What is test development?

Test development is the process of designing, creating, and validating assessment tools such as exams, quizzes, or standardized tests. This process involves defining the purpose of the test, constructing test items, reviewing them for quality, and conducting statistical analyses to ensure reliability and validity. Test developers often work in educational, psychological, or professional certification contexts to measure knowledge, skills, or abilities accurately. The goal is to create fair, unbiased tests that provide meaningful information about the test takers.

What are the key skills and qualifications needed to thrive in test development?

To excel in Test Development, strong analytical skills, a background in educational measurement or psychometrics, and a relevant degree such as education, psychology, or statistics are essential. Familiarity with test authoring platforms, statistical analysis software (like SPSS or R), and knowledge of standards such as item response theory (IRT) are typically required. Attention to detail, critical thinking, and effective collaboration are key soft skills for designing fair and valid assessments. These skills ensure the creation of reliable, unbiased, and meaningful tests that accurately measure intended outcomes.

What are some common challenges faced in a test development role, and how can they be addressed?

One common challenge in Test Development is ensuring that assessments are both valid and reliable while meeting tight deadlines. Balancing subject matter expertise with psychometric principles can also be demanding, particularly when collaborating with content experts and statisticians. Clear communication, careful project planning, and continuous professional development help address these challenges. Additionally, staying updated on assessment standards and using feedback from pilot tests can greatly improve test quality.

What is the difference between Test Development vs Test Analysis?

AspectTest DevelopmentTest Analysis
Primary FocusDesigning and creating tests and assessmentsInterpreting test results and analyzing data
Required SkillsCurriculum design, item writing, psychometricsData analysis, statistical skills, reporting

Our products help to enable the electronics revolution and remain a key enabler for all the major Tier 1 OEMs globally. We have design, sales, and manufacturing locations globally and are currently seeking a Director, Test Development Engineering to join our Cable Backplane Systems team located in Etters, PA.

RESPONSIBILITIES:

The Director of Test Development Engineering is the global functional leader for test development within Cable Backplane Systems (CBS), accountable for defining and executing the strategy, organization, technology roadmap, and operating system required to deliver scalable, production-ready test solutions across new product introduction (NPI) and manufacturing.

The position partners closely with Product Development, Signal Integrity, Manufacturing Engineering, Operations, Quality, Supply Chain, site leadership, and strategic customers to ensure test capability enables product performance, accelerated launch, manufacturing readiness, and long-term business growth.

The successful candidate combines deep technical expertise in high-speed interconnect testing with enterprise leadership, organization development, investment prioritization, and executive communication. The role owns global governance for site-level NPI test teams and manufacturing test support, including architecture standards, readiness reviews, preventive maintenance, calibration, change and configuration control, and performance management.

KEY RESPONSIBILITIES:

Global Function Strategy and Business Leadership

  • Define and execute the global Test Development Engineering strategy aligned with CBS product, customer, and technology roadmaps, including 448G and next-generation electrical and optical interconnects.
  • Establish multi-year capability, organization, talent, and capital investment plans that support business growth and global manufacturing readiness.
  • Translate business priorities into a governed global portfolio, resource allocation model, and measurable functional performance targets.
  • Represent Test Development Engineering in executive reviews and with strategic customers, suppliers, and technology partners.

Test Solution Development and NPI Readiness

  • Own end-to-end delivery of electrical, functional, and manufacturing test solutions from concept and architecture through qualification, production release, and sustaining support.
  • Drive test readiness into NPI program gates with clear accountability for technical performance, schedule, risk retirement, and production launch.
  • Establish standards for test coverage, correlation, repeatability, calibration, measurement-system capability, reliability, and data integrity.
  • Ensure robust transfer to manufacturing through complete documentation, training, spare-parts strategy, maintenance plans, and escalation support.

Technology and Architecture Leadership

  • Own global architecture and platform standards for ATE, BERT, VNA, oscilloscopes, fixtures, interfaces, test software, automation, and test data systems.
  • Lead the long-range roadmap for next-generation electrical and optical test methods, software modernization, automation, analytics, AI-enabled optimization, and digital manufacturing.
  • Partner with Product Engineering and Signal Integrity Engineering to establish design-for-test, validation, and correlation methods for emerging products.
  • Drive modularity, reuse, and common platforms to reduce development lead time, cost, complexity, and support burden across global sites.

Operational Governance and Manufacturing Performance

  • Establish and enforce global governance for site NPI and manufacturing test teams, including preventive maintenance, calibration, change logs, configuration control, asset lifecycle management, and readiness reviews.
  • Define and review global KPIs for on-time test readiness, first-pass yield, test escapes, measurement-system capability, station uptime, capacity, utilization, and cost of test.
  • Drive closed-loop continuous improvement using test data, failure analysis, lessons learned, and standardized corrective-action processes.
  • Ensure consistent global standards while maintaining clear site ownership for daily execution and manufacturing support.

Portfolio, Investment, and Program Management

  • Direct the global portfolio of NPI, sustaining, and strategic test capability programs.
  • Own portfolio prioritization, resource and capacity planning, budget and capital proposals, and external supplier or partner strategy.
  • Manage milestones, dependencies, risks, and executive reporting; escalate decisions early and drive cross-functional closure.

  • Develop strong equipment supplier and technology partner relationships to accelerate innovation and ensure lifecycle support.

Organizational Leadership and Talent Development

  • Directly lead the Cable Backplane and Overpass, with accountability for alignment, execution, and organizational performance.
  • Define the global organization design, role clarity, competency model, leadership pipeline, and succession plan for Test Development Engineering.
  • Attract, develop, and retain strong technical and managerial talent while building next-level leadership capability.
  • Create a culture of ownership for outcomes, technical rigor, disciplined execution, collaboration, continuous improvement, and innovation.

QUALIFICATIONS:
