Job description

The Onsite Vendor On-Premises (VOP) Manager is a dedicated, embedded resource provided by the staffing agency to manage the full lifecycle of temporary and contingent workers. This role owns recruiting, hiring, onboarding, attendance management, performance coaching, safety reinforcement, and day-to-day workforce coordination so that our client supervisors and internal teams can focus on core operations. The VOP Manager serves as the primary onsite liaison between the staffing agency and client leadership, ensuring reliable staffing levels, compliance, and continuous improvement of the contingent workforce program.
Qualifications
*Proven experience in high-volume staffing, recruiting, or onsite workforce management, preferably in manufacturing, industrial, or production environments.
*Strong working knowledge of temporary workforce lifecycle management, including recruiting, onboarding, attendance, and performance management.
*Demonstrated ability to work effectively on a production floor and hold individuals accountable in a professional manner.
*Solid understanding of workplace safety principles and the ability to reinforce safety expectations consistently.
*Excellent interpersonal, communication, and problem-solving skills with the ability to build trust quickly across
diverse stakeholders.
*Strong organizational skills and the ability to manage multiple priorities in a fast-paced environment.
*Proficiency with basic computer applications and willingness to utilize client or agency systems for timekeeping, reporting, and documentation.
*Ability to work flexible shifts as required by production needs.
Preferred Qualifications
*Prior experience in a Vendor On-Premises (VOP) or onsite staffing coordinator role.
*Experience supporting manufacturing or industrial operations.
*Familiarity with OSHA standards and industrial safety practices.
*Bilingual capabilities (English/Spanish).
Duties & Responsibilities
Recruiting and Talent Acquisition
*Source, screen, interview, and select qualified candidates to meet APEX"s daily, weekly, and surge staffing requirements.
*Maintain an active pipeline of ready candidates for production, warehouse, and light industrial roles.
*Coordinate candidate interviews, assessments, background checks, drug screens, and start dates with APEX HR.
*Ensure all candidates meet site-specific qualifications and employment eligibility requirements.
Onboarding and Orientation
*Conduct or coordinate comprehensive new-hire orientation, paperwork completion, and site-specific training.
*Verify that all required documentation, safety acknowledgments, policy sign-offs, and training records are
*completed prior to workers beginning production duties.
*Support job readiness activities, including basic job instruction, expectations setting, PPE requirements, and timekeeping procedures.
*Monitor and report onboarding completion rates and early retention outcomes.
Workforce Management
*Perform daily attendance tracking, check-ins, and proactive follow-up on absences or no-shows.
*Adjust staffing levels rapidly in response to production demands or unexpected absences.
*Provide regarding attendance, quality, productivity, and workplace behaviors.
*Address minor performance or conduct issues promptly and escalate more significant matters in a timely manner.
*Communicate current coverage status necessary team
Safety and Compliance Support
*Reinforce safety policies, PPE requirements, and safe work practices with all temporary workers.
*Ensure temporary workers complete required safety training and adhere to site procedures.
*Maintain accurate, audit-ready documentation of training, certifications, and compliance records for the contingent workforce.
Performance Management, Retention, and Offboarding
*Conduct regular performance check-ins and coaching conversations with temporary associates.
*Identify retention risks early and implement strategies to retain high-performing workers.
*Coordinate progressive discipline or removal of underperforming temporary workers in partnership with APEX leadership.
*Manage clean and complete offboarding processes, including exit documentation, equipment return, and feedback collection.
Communication, Reporting, and Relationship Management
*Serve as the primary onsite point of contact between the staffing agency and APEX.
*Participate in meetings as required.
*Provide clear, timely updates on staffing levels, open requisitions, issues, and resolutions.
*Build collaborative working relationships with APEX HR to ensure rapid problem resolution.
*Escalate systemic issues (attendance trends, quality concerns, safety observations) with recommended corrective actions.
*Generate regular reports on agreed metrics and support continuous improvement of the VOP program.
Administrative Responsibilities
*Maintain accurate records of hours worked, attendance, starts, terminations, and performance notes.
*Support timekeeping accuracy and assist in resolving related payroll or billing questions.
*Continuously refine local processes based on APEX feedback and operational needs.
Physical Demands
*Ability to walk and stand for extended periods on a production floor.
*Ability to move throughout the facility to conduct check-ins, observations, and coaching.
*Ability to lift and carry up to 25 pounds occasionally (e.g., paperwork, training materials).
*Visual and auditory acuity sufficient to observe work areas and communicate effectively in a production environment.
