Job description

Citadel Security USA is seeking an experienced Program Manager to oversee security operations for one or more client accounts throughout the Denver area. This leadership position is responsible for ensuring operational consistency, supporting client partnerships, developing field leadership, and maintaining high service standards across assigned locations.
The Program Manager serves as the primary operational contact for designated accounts, working closely with clients, supervisors, and company leadership to ensure contractual obligations are met while promoting workforce readiness, compliance, and continuous operational improvement. As the organization continues to expand, this role may assume responsibility for additional contracts and provide leadership to multiple operational teams.

Primary Responsibilities
Contract & Operational Leadership
  • Direct daily operations for assigned security programs and client accounts.
  • Ensure each location operates in accordance with contractual requirements and company expectations.
  • Monitor operational performance and implement improvements when necessary.
  • Conduct regular site visits to evaluate service quality, staffing, and compliance.
  • Support operational continuity across multiple locations.

Client Partnership & Account Management
  • Develop strong working relationships with client representatives.
  • Serve as the primary point of contact for operational concerns and service requests.
  • Resolve client issues promptly while maintaining a high level of professionalism.
  • Conduct routine business reviews and follow up on service expectations.
  • Identify opportunities to strengthen customer satisfaction and contract performance.

Workforce Planning & Personnel Management
  • Oversee staffing levels to ensure contractual coverage requirements are consistently achieved.
  • Review schedules and labor utilization while supporting operational efficiency.
  • Assist with recruiting, interviewing, onboarding, and employee retention initiatives.
  • Coach supervisors and field leaders to support professional growth and accountability.
  • Conduct performance discussions and address employee concerns in accordance with company policy.

Compliance & Quality Assurance
  • Verify that assigned personnel maintain all required licenses, certifications, and qualifications.
  • Monitor compliance with company procedures, client requirements, and applicable regulations.
  • Review incident reports, operational documentation, and inspection findings for accuracy.
  • Identify compliance issues and implement corrective action plans.
  • Support internal audits and operational quality reviews.

Retail & Mixed-Use Property Operations
  • Provide leadership for complex assignments involving open-air retail centers, commercial properties, and mixed-use developments.
  • Coordinate security operations during high-traffic periods, special events, and tenant activities.
  • Work collaboratively with property management teams to address operational priorities.
  • Develop security strategies that support both client objectives and public safety.

Administrative & Business Support
  • Utilize workforce management systems to oversee scheduling, reporting, and operational documentation.
  • Review payroll-related information for assigned personnel.
  • Prepare operational reports and performance metrics for leadership.
  • Assist with budget awareness and efficient resource utilization.
  • Support special projects and additional operational initiatives as assigned.

Minimum Qualifications
  • High school diploma or GED required.
  • Valid driver's license with an acceptable driving record.
  • Reliable personal vehicle for travel between assigned locations.
  • Minimum of five (5) years of progressive leadership experience in private security, military, law enforcement, or a related operational field.
  • Ability to manage multiple locations and shift operational priorities.
  • Strong organizational, leadership, and decision-making skills.
  • Excellent written and verbal communication abilities.

Preferred Qualifications
  • Bachelor's degree in business administration, Criminal Justice, Management, or a related field preferred. Equivalent education, military service, law enforcement experience, or progressively responsible operational leadership experience may be considered in lieu of a degree.
  • Five to seven years of management experience overseeing security contracts or multi-site operations.
  • Experience leading large security teams across multiple client accounts.
  • Knowledge of workforce scheduling, labor management, and operational planning.
  • Experience with TrackTik or comparable workforce management platforms.
  • Familiarity with licensing requirements and regulatory compliance within the private security industry.
  • Experience supporting retail, mixed-use, commercial, or multi-property security operations.
