Selected finalists will be determined based on qualifications met. Both positions will work 32 hours/week (.80 FTE). These positions are mostly funded through an ongoing agreement with the Minnesota Department of Transportation.** The Minnesota State Historic Preservation Office (SHPO) (https://mn.gov/admin/shpo/) encourages best preservation practices so that all people can share in the enduring environmental, social, and economic benefits of Minnesota's cultural heritage.

The team draws on cooperative approaches and expertise to help individuals and communities at all levels of planning, development, and government to achieve their historic preservation goals and responsibilities under law. We are seeking two (2) Transportation Liaisons to manage and conduct SHPO's review of transportation projects that receive federal or state funding or permitting from the Federal Highway Administration (FHWA) and the Minnesota Department of Transportation (MnDOT). This includes reviewing property identification and evaluations, determinations of eligibility for listing in the National Register of Historic Places, reviewing of effects to historic properties, preservation planning initiatives, and preparing responses on undertakings submitted for review by the MnDOT Cultural Resources Unit (MnDOT CRU). Transportation Liaison work involves collaboration with MnDOT CRU's staff and consultants, MnDOT offices and districts, FHWA staff, other federal and state agencies involved in transportation project reviews, local agencies, Tribal Historic Preservation Officers (THPOs), and members of the public. Duties are part of the Federal historic preservation program created by the National Historic Preservation Act of 1966, as amended, and applicable sections of Minnesota Statutes Chapter 138 (https://www.revisor.mn.gov/statutes/cite/138) . This position is eligible for up to a 50% hybrid telework arrangement.

With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. In addition, traveling of up to 5%, including overnight stays, will be required to meet with stakeholders, partners, and customers at their preferred location(s) and/or project sites.

Actual overnight travel is adjustable based on service needs. Minimum Qualifications The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position. + Exceed the Secretary of the Interior's Professional Qualifications Standards (https://www.nps.gov/articles/sec-standards-prof-quals.htm) in Architectural History or Archaeology. These are the minimum requirements. + Archaeology: Graduate degree in archaeology, anthropology, or closely related field PLUS: + At least one (1) year of full-time professional experience or equivalent specialized training in archaeological research, administration, or management. + At least four (4) months of supervised field and analytic experience in general North American archaeology. + Demonstrated ability to carry research to completion. In addition to the specific Archaeology minimum qualifications, a professional in prehistoric archaeology shall have at least one (1) year of full-time professional experience at a supervisory level in the study of archaeological resources of the prehistoric period.

A professional in historic archaeology shall have at least one (1) year of full-time professional experience at a supervisory level in the study of archaeological resources of the historic period. + Architectural History: Graduate degree in architectural history, art history, historic preservation, or closely related field with coursework in American architectural history; or a bachelor's degree in architectural history, art history, historic preservation PLUS one (1) of the following + At least two (2) years of full-time experience for graduate degree applicants or four (4) years of full-time experience for bachelor's degree applicants in research, writing, or teaching in American architectural history or restoration architecture with an academic institution, historical organization or agency, museum, or other professional institution; OR + Substantial contribution through research and publication to the body of scholarly knowledge in the field of American architectural history. Applicants who meet the above requirements will be further evaluated based on the following: + Advanced knowledge and experience with the Federal Preservation program, including the National Register of Historic Places, identification and evaluation of historic resources, Section 106, and the Secretary of the Interior's Standards for Archaeology and Historic Preservation . + Strong interpersonal and human relations skills to consult, negotiate, mediate, and collaborate with a wide variety of partners and stakeholders with a diverse range of knowledge, skills, backgrounds, experience, and interests. + Demonstrated project management skills and abilities to keep schedules and deliverables on time and within budgets. + Ability to work collaboratively and constructively in a fast-paced, high-volume work environment, at times problem-solving for complex situations. + Ability to attend meetings, projects sites, and participate in ongoing professional development and engagement opportunities. Preferred Qualifications + Field experience conducting archaeological or architectural surveys, evaluating sites for eligibility for listing on the National Register of Historic Places, reporting writing, and working with consulting parties. + Familiarity with and understanding of Programmatic Agreements and Memorandum of Agreements. + Knowledge of the Minnesota Historic Sites Act, Field Archaeology Act, and other Minnesota environmental laws and administrative rules associated with the preservation of historic properties. + Ability to read and use maps, specifically USGS 7.5 topographic maps, to understand architectural and engineering plans. Additional Requirements Successful applicants must pass a criminal background check through American DataBank and employment reference checks prior to employment.
